Back in the 1870s, author Mark Twain (e.g. Tom Sawyer) made the infamous quote, Whiskey is for Drinking and Water is for Fighting...............with that being said, the following summary was taken from the Public Comments portion of the Lower Loup Natural Resources District Board of Directors April 24th Board Meeting: Ron Wolf, General Manager of the Twin Loups Irrigation District, said he received the Lower Loup NRDs winter newsletter and saw his name listed as having testified as a proponent of LB (Legislative Bill) - 1074. He said he did testify, but added that the information presented in the newsletter that stated, All argued that groundwater irrigation needs to be shut down to benefit surface water users and argued for the need to shut down groundwater irrigation until all surface water appropriations are made whole, was incorrect and nonfactual. Mr. Wolf said he reviewed the testimony and told the Board he did not make those statements, and would appreciate seeing a correction in the next newsletter. Mr. Koehlmoos (General Manager / Lower Loup NRD) responded to Mr. Wolf that he agreed the word all might not have been the best choice of wording in the newsletter and that the word most might have been more appropriate, but ....the need to shut down groundwater irrigation was part of the legislation to minimize the effects on surface water flows, so, as a proponent, it could be argued that Mr. Wolfs testimony was to condone shutting down groundwater irrigation. Mr. Koehlmoos said he would concede on the word all in Mr. Wolfs argument, but he would stand by everything else in the newsletter article and would not print a retraction unless told to do so by the Board. I (Matt Sadler), personally, would like to see the Board authorize the re-printing of a revised/corrected version of the newsletter, on Mr. Wolfs behalf, but I think its probably highly unlikely. On another note, I recently noticed on the Bureau of Reclamations website that the SOP (Standing Operating Procedures) for Davis Creek Dam and Reservoir is up for review in 2014. The initial wintering elevation -- for Davis Creek -- of 2040.0 feet above (mean) sea level was in effect from 1996-2002; the current wintering elevation of 2048.0 ft. amsl has been in effect since September 26, 2003. So, I guess well see what happens after all the groundwater data is summarized and reviewed.
