Bare plaster walls and ceilings like the ones in th photo should always be treated to a wash coat befor being painted. A wash coat is simply a coat of emulsion which has been thinned down with water. Bare plaster tends to sick a lot of moisture out of the paint. By applying a wash coat you seal the plaster and therefore make it easier to apply the top coats. If you see paint coming of in strips its usually a sign that a wall didnt have a wash coat. In the phot you can see I have already started giving the ceiling a wash coat. I will do the same to the walls and let them dry befor applying 2 coats of emulsion
