Barnett - Consequential or Inconsequential? As it stands (2012-13) Scotland receives £10,153 per person from the Barnett formula against a UK average of £8,751 and Englands figure of £8,553. Lets look at that from a different angle as people are only one of the assets of a state/land/territory and per capita funding is just one way to work out an equitable spending plan. Scotland has a population density of 174.6 per square mile against 671.7 for the UK and 1052.9 for England. Taking that as a basis for calculating spending from Barnett we can be somewhat surprised to discover that in areas of higher population density we find the highest funding and as population tails off Barnett funding correspondingly diminishes. The figures we calculate in our analysis are as follows on the basis of Barnett funding per square metre: UK - £2.27 England - £3.49 Scotland £0.68 If we add London into the equation and use the same criteria we find that London takes £10,851 per person from the pot to finance an area of 607 squares miles which corresponds to £58.12 per square metre.
