Below is the National Weather Service executive summary. From the briefing Chester County could encounter rain Thursday into Friday depending on how the cold front interacts with Tropical Storm Arthur. The executive summary is below: • Tropical Storm Arthur has formed off the Florida east coast. Based on the latest track from the National Hurricane Center (NHC), it is expected to move to the North Carolina coast by Friday morning, then rapidly accelerate northeastward as it moves toward the Canadian Maritime Provinces by Saturday night. • A series of cold frontal boundaries will move into the region Wednesday through Friday. Tropical moisture moving north ahead of Arthur is expected to interact with these boundaries, producing showers and thunderstorms, mainly Thursday afternoon into early Friday. The Thursday into Friday time frame looks to be the best chance of seeing heavy rain. This is before Arthur passes by. • Arthur may interact with the aforementioned cold fronts and could lead to an enhanced heavy rain threat on Friday. However, due to the current track, this threat appears to have lessened at this time. • Showers and thunderstorms Thursday into Friday could be slow moving with heavy rainfall. Some flash flooding is possible where thunderstorms stall or train over the same regions. • Depending on the eventual track of Arthur, wind and tides may be of concern, especially Friday. • Rip currents will also be a major threat throughout the July 4th holiday weekend, even though after Friday, the rest of the weekend looks quite nice.
