◆Benefits / Interests of the ESI Scheme Beneficiaries (LOWEST WAGE / SALARY EARNING EMPLOYEES!) should be supreme consideration- ESI Scheme is 100% financed by / for them. ◆Feasibility & viability are important considerations. ◆Large number of Basic service delivery institutions such as ESI DISPENSARIES & HOSPITALS are in dire need of improvement; precious resources needed. ◆Relegation of beneficiaries interests in favour of others may not be justifiable. ◆Decision of the Authorities to exit would only appear pragmatic, since otherwise, as per published indications, the Organisation itself was to come in RED; then where would have Colleges stood? Where would have CONTRIBUTING BENEFICIARIES stood? The ESI Scheme was predicted to be heading towards doldrums; medical education simply being unaffordable for ESIC. ◆These and many more considerations probably would have gone into to protect the interests of LOWEST PAID CONTRIBUTING EMPLOYEES. ============================ ESIC MEDICAL COLLEGE: SOME OPTIONS ============================ ★ After decision of the Authorities to exit the medical education and to convert the sprawling buildings into Superspeciality CENTRES OF EXCELLENCE, there is need to make the ESIC Super Speciality Hospitals ALL INDIA REFERRAL HOSPITALS where ESI covered emmployees/workers from ALL OVER THE COUNTRY MAY BE REFERRED and TRAVELLING EXPENDITURE with an attendant MAY BE FULLY FUNDED under ESI SCHEME. This would also justify as the benefits of the assets created out of their laboured money would come back to them in true spirit of the ESI ACT. ★ESIC will be able to save hugely on reduction in referral to private hospitals for such cases. ★Provision of PROPER SHELTER / DORMITORY for accompanying ATTENDANT, during the treatment of admitted beneficiaries, may be made for convenience of the Beneficiaries. ★Even AIR TRAVEL can be permitted/reimbursed in appropriate cases, besides normal modes of journeys, if assessed by Doctors, which may even work out cheaper when compared to amounts charged by private tie up / referral hospitals. ★ ESIC Medical College Building at BIHTA, PATNA (BIHAR) built at around Rs.900 CRORES can also be turned into such CENTRE OF EXCELLENCE FOR SUPER SPECIALITY treatment of the beneficiaries from Eastern, North-Eastern and Central Indian States and of family members of large number of IPs of these areas working all over the country. ESIC MODEL HOSPITAL, PHULWARI SHARIF, PATNA can be moved to the new place to begin with. A team of dedicated officers can be put in place to meticulously plan and execute the transition and transformation of other ESIC MEDICAL COLLEGES BUILDINGS also similarly by fully protecting the interests of the Students, Faculties and Contributor Beneficiaries.
