Better too late than not at all. Ive also seen Latin American building projects that use empty bottles filled with straw as part of walls, and bottles without labels filled with water and used as sky light windows. Reusing plastic is particularly important in the developing world, where there are few options to recycle and little or no organized sanitation. (Even in the developed world, plastic degrades each time it is recycled, so it is not infinitely re-usable.)
