Beyond the excess sound levels in movie theaters, there is another issue – loudness of TV advertisements – which, in theory, has already been addressed. The so-called CALM act, passed by Congress and signed into law in 2010 by President Obama, requires the U.S. Federal Communications Commission to bar the audio of TV commercials (over-the-air, cable, and satellite) from being broadcast at louder sound volumes than the TV program material they accompany However, it is my opinion, and that of many others, that the CALM act is not enforced very well. On our Cablevision system in southwestern Connecticut, I’ve noted numerous times what I consider violations of the law; ads on CNBC are particularly bothersome. Consumers can file complaints electronically, and I encourage you all to do so as I do (link below). At some point we may have to contact the FCC directly and express our concern about the lack of enforcement. fcc.gov/guides/program-background-noise-and-loud-commercials
