Bill Carns As the chairman of the Nye County Republican Party I believe it’s important to shed some light on a situation which has recently grown in and around the Clark County Republican Party to which I have been asked to address. Quite recently Mr. Dave McKeon has both joined the CCRCC and launched a campaign to run as chairman of CCRCC. I don’t know Mr. McKeon nor do I recall having met his as of yet. This clarification has to do with a very vocal and active supporter of Mr. McKeon, whom he has identified as a major supporter, in the name of Fely Quitevis. Fely was the chairman of the Nye County Republicans for 5 years. She resigned in the early morning hours of April 21, 2012, just hours before she was scheduled to be recalled. That recall effort was put forth and unanimously approved by the NCRCC members at the March 31, 2012 county convention. At the same convention a unanimous motion was passed directing the officers of the NCRCC to cease and desist all official NCRCC duties (with the exception of the secretary sending notice of the April 21st meeting) including all financial transactions, etc. until the conclusion of the April 21st meeting. During that time Fely and the treasurer wrote thousands of dollars worth of non-time sensitive checks which effectively worked to drain the party’s bank account. When the recall was complete and resignations were accepted all NCRCC officers were replaced on April 21st, 2012 and all former officers were to turn over any and all NCRCC records to the new officers, office keys, financials, etc. Incomplete records and missing financials were what was received by the new officers, including no record of several outstanding checks which had been written and distributed just days earlier. On April 30, 2012 Fely directed a personal employee to use a key she neglected to return and unlawfully enter into the NCRCC offices to remove several items of NCRCC property, including a file cabinet filled with NCRCC records. After the local authorities became involved Fely had several of the items returned but not all. Soon afterwards unanimous resolution #051912-1 was passed effectively banning Fely Quitevis from the Nye County Republican Party until no earlier than May 15, 2015. A complete audit of the incomplete financial books has been ongoing since November 2012. Thus far there are thousands and thousands of dollars unaccounted for from events such as the 2012 Lincoln/Reagan dinner and the 2012 county convention. Additional moneys were spent on unauthorized travel and other various expenses as well as party donations which were commingled into various business accounts of Fely’s and no reimbursements records exist. The vast majority of the unaccounted for funds are in the form of cash transactions from large fundraising events. Additional leases were signed for monies far greater than the value of the lease with business associates who apparently contract with Fely’s businesses in various manners. All of this information and evidence is being compiled into both civil and criminal investigations directed towards the former chairman and treasurer. Tens of thousands of unaccounted for moneys under Fely’s direct control would, at this point, seem to match the elements of several felony crimes per Nevada laws. Since Fely’s demise from Nye County politics she’s reregistered in Clark County and become involved in the CCRCC. As it is apparent Fely is now working towards having influence within the operation Clark County Republican Party. I want Mr. McKeon to be cautious of the company he keeps and those within the CCRCC to understand why Fely Quitevis is no longer involved in Nye County politics and has surfaced in Clark County. -Bill Carns, Chairman Nye County Republican Party
