Brutal attacks by correction officers on inmates — particularly those with mental health issues — are common occurrences inside the country’s second-largest jail, a four-month investigation by The New York Times found. Reports of such abuses seldom reach the outside world. With nearly 40 percent of the jail population consisting of mentally unstable inmates, violence against those with depression, schizophrenia and bipolar disorder is on the rise.
