Sudhakar Reddy September 22, 2014 Press Release: A special session of the National Council of the Communist Party of India was held on September 19 to 21, 2014 in Ajoy Bhavan, New Delhi. It was chaired by Com. Drupad Bargohin Ex. MP. The NC meeting was preceded by two days National Executive meeting. General Secretary of the Party Com. S. Sudhakar Reddy placed the Report on recent political economical developments and suggestions for political reorientation campaign and also a note on Rejuvenation and Reorganization of Party organization. The purpose was to introspect the position of Indian Left and of CPI in particular to the emerging situation in the country and to rejuvenate the Left and the Party to unleash struggles and mass movements in the interests of the people and the country. This exercise was undertaken as part of the preparations for the 22nd Congress of the Party to be held towards the end of March 2015. The NC of the Party reviewed the first hundred days rule of the Narendra Modi government. The Indian Right has become brazen and aggressive to use the state apparatus to push through its agenda. The change in rhetoric and demagogy do not hide the sinister designs of BJP led rule. By its acts and intents, it has made it clear that it will more vigorously implement the retrograde neo-liberal economic policies with an emphasis to accord maximum concessions to the corporate houses that helped it to win power. At the political level, the Sangh Parivar is intensifying its offensive for communal polarization. Economic Front BJP which has made the failures of the Congress led UPA II government in curbing the price-rise and corruption main plank of its poll campaign has completely failed to take meaningful steps to curb these menaces. • Government instead of re amending the Essential Commodities Act to stop hoarding and forward trading in essential food items, is attempting to pass the buck on state government. • BJP’s talk of unearthing black money remains hallow; similarly the talk of wiping out corruption. • Government’s approach to whopping NPAs in Nationalized banks is bound to create havoc in the banking sector. • Massive concessions are given to MNCs. • While government decided to invite 49 % FDI in Insurance and defence sectors and 100 % FDI in Railway infrastructure, the corporate houses are allowed to grab national assets of PSUs through disinvestments as CCEA approved the sale of 5% government equity in ONGC, 10% in Coal India and 11.36% in NHPC to realize Rs. 43800 crores. • Moves are on to amend the Land Acquisition Act • Anti Labour legislations are proposed • Existing Welfare Schemes such as one under MNREGA are being weakened and diluted. • Prime Minister has announced the abolition of Planning Commission and emphasis is on Public Private Partnership (PPP) “Sub Ka Vikas”, “Make in India’ and “Achhe Din” are all juggleries to hoodwink the people. Political Front • BJP projected and conducted the Parliamentary election campaign as quasy presidential elections fully backed by the Corporate Houses. As our National Council has pointed out earlier, Mr. Narendra Modi is running a de facto presidential form of government leading to concentration of all powers in the PMO and the Prime Minister. • RSS and Sangh Parivar outfits have come to the forefront with aggression to influence the policies of the government, particularly in the fields of culture and education. They have become offensive to push Communal polarization, targeting the minorities, particularly the Muslims and also promoting social obscuranty an women and their dignity. During the first hundred days of Modi’s rule the nation witnessed over 700 communal riots and incidents of communal violence. • Ever since BJP came to power the Prime Minister visited Bhutan, Nepal and Brazil to attend BRICS summit. He visited Japan also. Australian prime Minister and the Chinese President visited India. • During this period president of India Pranab Mukherjee visited Vietnam. The CPI has taken note of the progress made in India –Vietnam relations. While many agreements have been signed between India and China, to strengthen the mutual trust and cooperation, early resolution of border disputes is important. • American top bureaucrats and politicians keep visiting India. Modi’s forthcoming visit to USA is projected as a majors step to boost the strategic partnership between the two countries. • The National Council of the Party raised questions with regard to government’s response to the developments in several parts of the world, particularly to the Palestinian issue in West Asia. • It seems that the Modi Government is not much bothered about the independent foreign policy course that had the broad national consensus. • Against this background, there were b ye elections in several states. Out of 54 by poll BJP could retain only 20 of the 36 seats it held previously. • Bye polls are an indication that the people reject the politics of communal polarization and the politics of hate and the BJP cannot take people for granted. It is becoming more and clearer that BJP does not stand for inclusive growth of economy and inclusiveness of society. Left and CPI The challenge before the Left is unprecedented. The weakening of Left is not in the interest of the country and its future. While the Indianan Right tries to strengthen its grip on the system and consolidate its victory, a rejuvenated Left is need of the hour to save the nation and to safeguard the interest of the people. The reasons for weakening of Left are both political and organizational. There is a need for deep introspection and political review. The political battles are to be unleashed on the basic issues of masses, reconnect with people, rouse political consciousness of the people and improve the Party organizational structure to face any eventuality in the coming days. The CPI will reorient itself to the challenges appropriately. 22nd Party Congress The National Council has decided to hold the 22nd Congress of the Party in Puducherry on March 25 to 29, 2015. The inauguration of the Congress will be on 25th March 2015 in the forenoon and the mass rally will be on 29th March 2015 afternoon. Details will be worked out later. Resolutions The National Council has adopted resolutions on Birth Centenary of Com. Bhupesh Gupta, Birth centenary of Com. Jharkhande Rai, on J&K flood and on Price rise. On Price Rise The National Council has called upon the party unit to organize campaign against Price Rise in different forms on October 16, 2014.
