COMPLAINT OF CORRUPTION AGAINST BANGALORE POLICE, JAI KARNATAKA PARTY MEMBERS, GOVT OFFICIALS AND ROWDIES & THIS LETTER IS FROM POOR SOLDIER AND HIS DEPENDENT FAMILY SEEKING HELP FROM ANY SOURCE. Kind attention:commisioner of police Complainant: Corporol R.Shridhar, (IAF) Bangalore-560057 My complaint: I hereby file a complaint against various following members like, circle inspector of soldevanahalli police station, Bangalore-90, district Sub registrar peenya, members of jai Karnataka various govt officials and officers from BESCOM, BBMP TAX who are supporting criminals and rowdies. they aren’t taking stern, correct & concrete action, they bribing using political influence/ lying. Fail to do their basic duties but they protect the accused who are rich and powerful. But I’m a soldier for whom everyday is a battle, common poor man coming from a decent middle class family. This is a clear case of corruption faced by a common man- In this case me a 27 years old military service personal serving in Indian Air Force from last 10 years, posted to Nathatop in jammu & Kashmir, which is ocean of irregularities around 3000kms away from home, im single and my family includes mother-48years (house wife) father-54 years(farmer), brother -30 years(private employee) married and blessed with a kid who s now 3 years old and my younger sister-20 years(engineering student). We purchased a land in 1993 from a man called late Ramiah, we could not or register it to anybody as per government rule or deal from revenue dept till 2008. After 15 long years in 2007 we built house for us in 60*40’ land which was still under construction. Because of some litigation and few pending cases in the the court we stopped the work in between. In the year 2012 we won the case and received court orders favorable to us. We restarted our construction work and the house was almost finely finish just left over with few minor works like painting, electrical works. I came home from Jammu &Kashmir for 10 days holiday 04Aug14 on, I helped in building this house, delivering materials, looking after labor. Me and my classmates worked continuous day night to complete it asap as we had to vacate the leased house where we were residing from last 5 years and as per bond lease period was almost over and had to shift to our new house. Few guys used to spy and watch our house, schedule, workers and us. Those unknown faces used to attack and threaten the painter, laborers, plumbers and mason and beat them in our absence & forced them to stop the work and they run away before we reach the site. This incident was repeated again and the same night we lodged a complaint against them in Circle inspector, Soldevanahalli police station this gave us a clue that somebody was after our property so we doubled our speed in completing the house and wanted to shift immediately on 15th Aug Friday which was just a week away and settle down positioned there. We arranged for the registration of this house to my name on 12th of Aug, each and every correct & authenticated required documents were ready, typing works were done took loan & arranged money for registration fee. Our advocate postponed the registration making an excuse for the next day and again made a silly excuse and cuz of his commitment he delayed the registration telling that he will make it next week. But I had to leave home and go back to my parent unit J&K on 14th Thursday as my leave period was over. We family members decided to keep some pooja for house warming and shift on Friday. It was the very next day after the night i left Bangalore, my parents were in kind of depression that I was not present for house warming of our new house. I dint wanted to extend my leave for that. I always gave priorities to my work. Though I contributed very little I’m so much attached to this house. One day prior to it, on 14thAug14 Thursday night after all workers and my family winded up to and left to their houses. To everyone’s shock, a group of around 40-50 (approx) members broke into the site, damaged all the gate lock and door lock and got into the house illegally without any authentication. The next day we weren’t allowed to get into the site or flat, They started to threaten and chase us, they dint want to talk to us even we were frightened to face them, they were huge in numbers. They abused and threatened few neighbors and children that they would shoot them if they come near by the house compound. All were pure rowdies and cheap people. My mother went to the concerned police station i.e, Soldevanahalli. They dint take any complaint even after requesting and pleading them but they discouraged and harassed to the core. They made them come every day, wait and go back disappointed and hopeless. Even after 10 days nothing turned positive. Then my mom approached women’s help line and they stood with her and gave moral support and courage, advised and requested on behalf of my mother to the circle inspector. Result was same. Mean while my bedridden father and my brother enquired did all studies about what and how all this happened. Now picture becomes clear that being the owner with all perfect documents how they broke into the house. Before they broke into our flat they tried to bribe the sub registrars of couple of branches for registering our place illegally with fake documents, They refused but a Sub registrar of peenya 14th cross accepted their bribe and did the illegal registration. This property was registered from the name R.V Nagaraj, Mysore to K.C Rajappa Bangalore and Venkataswamy Reddy (Vice President and member of Jai Karnataka, Avalahalli Zone) 1. R.V Nagaraj came from nowhere. The fact is that my father is the owner and this Nagaraj had passed away long back, 18 months before itself. 2. They edited and faked somebody else’s tax receipt actually it was named ratnamma they edited and made it R.V Nagaraj 3.They bribed the RTC department, BBMP Bagalgunte Zone and removed the court stay order attached with the katha extract and other valuable details mentioned in the RTC form no.16 whereas in main taluk office it was the same as before and nothing was changed, they changed it locally only in one zone for the purpose of illegal registration. 4. They bribed Junior Engineer of BESCOM (Electricity Board) Peenya and Soldevanahalli Branch for giving an illegal electricity connection even though we wrote a letter requesting them not to disconnect our temporary connection and give any new connection to them and they were briefed about the FIR lodged. 5. Recently they paid a tax on 22ndAug 14 from 2008 till date in the name of Venkat swamy Reddy, whereas registration that too bogus was done on 14th Aug14 to his name, this clearly shows that they are guilty. After ten days of harassment my mother approached the DCP and JCP, Law &Order (Yeshwantpur) and Wrote a death note to him that along with the complaint that she would kill herself if there’s nobody to listen her or help her fighting for justice. Then they accepted the complaint, they listened to the whole miserable story and gave Instruction to the circle Inspector of Soldevanahalli to take a complain and book a FIR against all three criminals. Finally on 26th of Aug , after 12 days of this big issue somebody could see us suffer and helped us to lodge FIR against them.They took initiative and arrested those who breached our flat and the house was locked and the keys were in police custody. We wrote a complaint against them and forwarded the same to various agencies like Lokayukta, S P Vigilance, Commissioner of Police, DCP,ACP,JCP BBMP, District Registrar, IGR, Revenue Secretary. The Accused 1 2 & 3 K.C Rajappa, venkat swamy reddy and RV Nagaraj respectively never attended any cases or turn up towards court. 4 FIR has already been lodged against A1 and A2(accused) in the past for cases just like ours for illegally attacking on others property , but still these criminals aint afraid of any Law and order and are still continuing. This shows how corrupted the system is and how these criminals are encouraged through bribe, political influence. This matter got too serious, they used to threaten us on phone and demanded around 50 laks to compromise. We were too poor to pay 50 thousand also. Im the main earning member of the family earing 30k my brother earning 17k. I gotta take care of my dad’s treatment, he is a diabetic patient and obese, he can hardly walk or sit for long time, my sisters education. I gotta take care of myself, got to save money for my marriage, got to secure sisters life. Brother got his own family to look after.Hence We were financially too weak to compromise. Things got worse, so I had to take leave again and come down to Bangalore, cuz of flood in Kashmir sector situation dint permit to come. Finally after travelling for four days and changing four trains I reached home on 15thSep early morning. Immediately along with my mother I took appointment with DCP and requested him to give us the house key so that we could shift the new house as we had to vacate the leased house, the time was already lapsed as per the agreement. Hopefully DCP and Joint commissioner Yeshwantpur understood our situation and handed over the key and instructed the circle inspector of Soldevanahalli that we would be residing over there from today. Same time brother and father went to attend the case but as usual none of the opponents attended the case and he case was pushed to 20th of sep that’s Saturday, Eventually we immediately vacated that house and came down to new house, thinking that we got justice and our house. But I was wrong. The very next day on Tuesday in my absence when my mom and bro was alone the accused along with around 30 rowdies broke into the house broke the gate key came inside the house, pushed my mom and brother tried to manhandle, my brother and mother dint want to move from the house and leave position at any cost. Taking the advantage they broke the door lock of ground floor. My helpless family were surrounded by dozens of strange faces and rowdies. But they stood very strong. No sooner they attacked, Police of soldevanahalli, Hoysala and police control room were informed about this but they failed to come in time, they took around 45 minutes to reach the spot and only two police constables reached here on bike , Instead of arresting and taking charge of those criminals they were supported by the police officials they behaved very friendly, these rowdies were encouraged, DCP was informed on his personal number, he told not to worry and police will attend and investigate and take necessary action, He was too committed to pay attention. Around 30 friends and classmates of mine reached for help, but they were chased by the police and were not allowed to help or talk or to meet my mother and brother. As mentioned nothing good happened. Most of the media and news channels were informed but nobody turned up. By the time I rushed to commissioner of police Mr.Alok Kumar(IPS) along with my dad took appointment. Spoke to him told the whole story about the attack and the history of those accused, pleaded him to get justice for us. He called the circle inspector of soldevanahalli and strictly instructed him to arrest all of them, book a case on some applicable IP section investigate properly and take necessity action as per law and order. But circle inspector lied to the commissioner that this land belongs to accused and we aren’t the owner and also told that theres nothing much going on at the site. He also lied that there were only three intruders at the spot. I proved the commissioner that the inspector completely lying and supporting the criminals. Police arrested only three intrudes that too after two and half hours and dint arrest the rest, they were taken to custody in the jeep to the police station. Even after a serious issue the police officials in the station dint take any complaints or book any FIR against them even after requesting them hundred times from my friends and family even if it was instructed by the commissioner of police. They dint even care a bit, hardly paid attention but harassed us and dint listen at all. Later on those three who were in custody were left freely as if they are innocent. We approached DCP again but he was busy and too committed to help us or listen to us. Being a Service personal I approached the Air force provost and security, but they were helpless, they dint want involve as it was a civil matter. We were helpless and hope less again. Don’t know whom approach how to approach. All the concerned documents are submitted to all the agencies with all the proofs and photographs. Again there’s a court hearing, case on 20th Sep that is tomorrow. Don’t know what will happen. I don’t have any hope on the system or organization. Just a little faith on almighty. Even now around 15 friends of mine who aren’t related to this issue are guarding our house and family continuously. We hardly sleep live or eat in peace. We are suffering for no reason, we are crying for obeying and following rules, we are suffering because we aren’t rich don’t have political influence. We are living in fear, in fact fear of police itself. Now I have to leave Bangalore, report back to Kashmir with in very few days for my duties, sister is leaving in our relatives house for safety precaution, my brother lost his job fighting for family, fighting for justice. Dad is almost weak to face it and his condition is getting critical. I wish this article will reach the proper hands and will read it though it is long and get little positive response. There are lot many poor souls like us who are sacrificed because of corruption. Rich is getting richer poor is getting poorer. This is totally undefining pain and put our lives to risk. All the above written is a fact and true to my knowledge. all the necessary documents and proofs are given to all the concerned agencies. This long article is cut short still got lot many to mention.
