CYNGOR CYMUNEDOL LLANGADOG COMMUNITY COUNCIL MINUTES FOR THE MEETING ON WEDNESDAY 17 JULY 2013, IN LLANGADOG COMMUNITY CENTRE. BBNPA = Brecon Beacons National Park Authority. CCC or CCC‘s = Carmarthenshire County Council Present: Chairman Councillor Jennifer Hughes Cllr Geraint Evans Cllr Rosemary Cookson Cllr Ellis Davies Cllr Sam Ellis Cllr Hugh Davies Cllr Andrew James Cllr Wyn Jones Cllr Dafydd Morgan Apologies for absence: Cllr Colin Evans Clerk introduced the new Councillor for Llangadog Ward, Cllr Dafydd Morgan, after he had signed the Declarations of Acceptance of Office and Welsh Assembly Government Local Government Member Code of Conduct; Clerk gave Cllr Morgan a copy of the Local Government Code of Conduct and also the Code of Practice for Llangadog Community Councillors. PC Howie Davies had been invited to the meeting; PC Davies gave a report concerning matters attributable to the community during month of June 2013. PC Davies was aware of the complaints from the community about motor bikers; he was also aware of recent issues concerning the congregating of children/youths within the boundaries of vacant local businesses. Council and PC Davies also discussed matters involving the speed reduction partnership. Rugby Club Licence: This was discussed in the presence of PC Howie Davies; Cllr Andrew James remarked that many people had made objection to him as the County Councillor; of course his property would also be affected, but he would not like the Rugby Club’s bid to be jeopardised at this stage; Cllr Rosemary Cookson said that her son too, lived very near the Club. Possible variations to opening times were mentioned, but as Clerk had not received any documentation, Council could not give an informed decision. It was also mentioned that as Council had not heard officially from CCC, Clerk should write to the Licensing Officer, to receive in future, all Notification for Licence Application. PC Davies indicated his willingness to assist with this matter since he would be shortly communicating with the relevant department. When PC Davies finished his report and was ready to leave the meeting, the Chair thanked him for his comments. Council invited PC Davies to their September meeting; PC Davies said that if it was possible either he or PCSO Stephen Griffiths would endeavour to attend. 4204/13 Disclosure and Declarations of Interest in items of business listed below: Two councillors declared an interest in 4212/13; two Councillors in the first item discussed. 4205/13 To confirm and sign the Minutes of the meeting of 04 June 2013: The Minutes were read and it was RESOLVED that they be approved as a true Record of the Meeting. 4206/13 Matters Arising (otherwise not on the Agenda): Temporary Road Closure: C2146 Pont Carreg Sawdde: Clerk had contacted key Councillors in Gwynfe, Bethlehem, Llangadog and the Chair to circulate the news. Clerk had received an email from Paul Stait that something should be done to scotch rumours about the Bridge closure, to which she replied telling him that the Councillors had heard from County Cllr Andrew James at 04 June meeting, about the road closure and that Councillors would have information to put the community right about the work to be carried out; she then forwarded the email to County Cllr Andrew James for information and, CCC Department of Transport and Engineering, regarding publishing information in the Newspaper and house to house information for people living in the area. Cllr Ellis Davies confirmed that this in fact did happen. County Cllr Andrew James said that he also contacted Mr. Stait, although CCC rules say he does not in fact, have to answer each enquiry personally. Some people in the Village had noticed a School Bus from Bethlehem; County Cllr Andrew James said that children’s safety was paramount. Council had noted that the Village Green was being used to park building vehicles without their permission; CCC had not done so and Clerk was instructed to write asking them for Right of Easement. Temporary Road Closure: A4069 Llangadog Level Crossing: as CCC said that they would be grateful to receive any views on the matter, Clerk informed them that full Council would not meet until 17 July, so it was impossible to do this as the job would have been completed by then. She did, however, get in touch with Cllr Ellis Davies for Llangadog, Cllr Colin Evans for Gwynfe and the Chair and Cllr Sam Ellis for Bethlehem, asking them to circulate the news for both road closures. Previous to the mail arriving, County Cllr Andrew James had telephoned Clerk to say that he had heard from Network Rail that they were about to start work on the level crossing and giving him the times and date for the closure of the A4069. Cllr Ellis Davies suggested that Clerk contact Network Rail and express Council appreciation for the work carried out on the Level Crossing. Regarding County Cllr’s Andrew James’ visit to Mrs. Gwyneth Davies Bryntowy the property looked unlived in and deserted, so he had not been able to contact her as yet; Clerk had informed the Chair of progress and Chair gave her a telephone number for Mrs. Davies Bryntowy. Further to these efforts County Cllr James had called to the house again, telephoned and wrote again. It was discussed and RESOLVED that Chair take over the duties of contacting Mrs. Davies as she was a Bethlehem Councillor. 4207/13 To receive Councillors reports on events and meetings attended for the Council: Code of Conduct Training which Cllr Andrew James in his capacity as County Cllr & Clerk attended the on 18 June: Clerk found this most illuminating and learned much about the general obligations of councillors and what they must and must not do and how to manage members interests and sensitive information; she also found the Cllr Calver affair interesting. Cllr Andrew James summed up the Training in more detail; he too found it interesting, and constructive, he particularly remarked on what the Ombudsman had said that complaints should be solved by Councillors on a local basis community basis, rather than sent up before him. County Cllr Andrew James’ meeting with Highways, on Friday 14 June in Bethlehem at 10:15 am and a week later; both meetings were beneficial to the community, with Mr. John McEvoy being generous with his time and patience and County Cllr Andrew James felt that the community were satisfied with replies received. 4208/13 Correspondence matters for consideration: a CCC: Grant Offer for creating a website: Council were reminded that Council already had a website – llangadog.org . Some Councillors said that there was no need to see the Accounts; heated discussion followed, with no actual decision being made; Cllr Cookson asked for the Lease to be brought to the next meeting. Clerk reminds Council that this may incur costs. Bethlehem: there will not be an election, so CCC require Council to co-opt a councillor for Bethlehem; Clerk requested that the Chair could make sure a Notice was on the Community Hall Notice Board and as instructed by CCC, go in a prominent public place; Clerk suggested the second, a laminated Notice, should go on Bethlehem Village Green Notice Board: Bachelor Spot: Clerk has started a new Account in Barclay Bank PLC, called Base Rate Reward, into which she has paid £600; she refers to this as the Bachelor Spot Trust Fund Account: Noted by Councillors. BDO: Clerk has received a letter from Council’s external auditors saying that “there are no issues arising which they believe Council should consider”; they are prepared to report this on the document; they would, however, prefer that Council do not say in Section 1 and 2 (for 2012 / 2013), that they are trustees of the Trust Fund, as the amount had until 31 March, not been paid into a separate account; Clerk has amended this. Also Council do not yet have a Trust Deed; Clerk had already explained that Council were waiting for two new councillors to be appointed, before doing so. Lane Leading to Gwynfe Community Hall and All Saints Church Gwynfe: Clerk is pleased to inform Council that Gwynfe Community Association have received a grant of £2,257 from BBNPA’s Sustainable Development Fund for their Green Spaces, Health, Safety & Wellbeing Project; the Grant is to be used to improve accessibility of the Hall, reinstate the Village Green and to purchase equipment to share. The work can now proceed; Cllr Hugh Davies and Cllr Colin Evans have very kindly offered their time and equipment to carry out much of the preparatory work; there have been other volunteers, Meirion Jones from Gwynfe and Cllr Andrew James. Cllr Evans will also undertake the work at the Village Green. Council congratulated Gwynfe Community Council; County Cllr Andrew James congratulated Association Secretary June Madeira-Cole. Independent Remuneration Board: Extracts from Independent Remuneration Panel for Wales Annual Report – December 2012 requires a Vote on whether Councillors feel they should be paid; these costs would be added on to Llangadog Community Council Precept: Council RESOLVED to vote NO. CCC Bins Department telephoned Clerk to say someone had complained about overflowing Bins on the Village Green: Clerk telephoned Cllr Ellis Davies the Councillor in charge of the matter and they were cleared by that evening; Cllr Davies suggests that this Bin should be moved on to the Highway and so it would be taken away by CCC. After discussion, Cllr Ellis Davies decided he would continue with this task and Cllr Wyn Jones would assist him. Ben Dellot telephoned Clerk for her views on how Llangadog had changed in the last 25 years and will in the next; she explained that she did not live in Llangadog but knew it as a visitor and offered to introduce him to Councillors from Llangadog Community Council – he said that he already expected County Councillor Andrew James and Cllr Ellis Davies to speak to him.
