Cambridge Hitachi Virtual Teaching and Learning Centre; Akwa Ibom State Should Grab it (AN OPEN LETTER) September 17th, 2014 His Excellency The Executive Governor of Akwa Ibom State Chief Dr Godswill Obot Akpabio Government House, Uyo Dear Sir: RE: CAMBRIDGE HITACHI VIRTUAL TEACHING AND LEARNING CENTRE I am constrained to do to this open letter to you Sir in the hope that this may interest you considering the disposition of your government towards education. I recall with pains and disappointment when I saw a similar publication like this about a virgin plans by the Federal Government of Nigeria through the National Information Technology Development Agency (NITDA) to build a “SMART CITY” in one state in each geopolitical zone in Nigeria, and I drew the attention of some key members of your cabinet about the need to swiftly assemble a team to initiate a lobby towards attracting the SmartCity project to Akwa Ibom State so as to make Akwa Ibom becomes the hub of ICT in the South South region by bidding for the project in view of resources and the enabling environment Akwa Ibom State has to successfully implement it, having covertly investigated and discovered that no South South State as at the time of my concern has negotiated for the project with NITDA. Few months later, Cross Rivers State was announced as the location for the SmartCity project. I considered the siting of the SmartCity in Calabar as a product of the demonstration of concern by the Government of Cross Rivers State and their immediate action towards taking the SmartCity project to their state. I am not in this letter blaming his Excellency but the fact that Akwa Ibom State Government (AKSG) does not have a specialised ICT Department manned by an Information Technology Professional whose responsibility would have been that of designing and implementation of ICT development programmes and policies for AKSG hence the lapses and our being short-changed from federal government ICT development programmes for states. Now the, Cambridge Hitachi Virtual Teaching and Learning Centre………we must act fast There is a publication on the Guardian Newspaper (See attached) on Tuesday, September 16th, 2014 requesting for EXPRESSION OF INTEREST to host a VIRTUAL TEACHING AND LEARNING CENTRE Extract from the publication read thus: For the first time in 100 years, the Hitachi group (one of top 50 global brands with 900 subsidiaries), in partnership with Cambridge University/Press now referred to as Cambridge Hitachi, under a special education intervention scheme for Africa, desire to pilot the establishment of 6 World Class International Teaching and Learning Centers, first of its kind in Africa. These centers will be established and equipped to deliver bespoke world class training for teachers and learners alike via a real time virtual platform linked to a robust faculty of experts from over 30 leading universities globally. The vision of this project is to support forward looking government in raising a new generation of teachers that will be adequately skilled to integrate the best of global practice in teaching and learning and create world class, relevant, local interactive resources that will improve the delivery of qualitative education across our classrooms. By this open letter your Excellency, I am pleading with the Government of Akwa Ibom State to be proactive and forward looking by considering this an ample opportunity to bring this world class learning centre to Akwa Ibom State. Akwa Ibom State Government should as a matter of urgency assemble a lobby team to BID for the project. It is the conviction of this writer that a project of this magnitude is worth lobbying for.
