May 2009 at 18:34 NRM cadre says, “Whenever confronted with this question of succession the president has consistently maintained that all the planning that is necessary to assure a smooth succession has been done and is in black and white in the constitution! Other enabling laws have been enacted to seal this even more! So what succession are we talking about? The constitution clearly lays down the procedures that all law-abiding Ugandans must follow in case a president is prematurely removed! It also lays down how a sitting president can be removed! It also clearly spells out what should be done to those who do not follow the constitution! So even those who abrogate the constitution have no hiding place! You cannot abrogate the current constitution and think you will be legally recognized! There is no safety and so all Ugandans must follow the constitution and the constitution clearly spells out how the next president can be appointed in all situations. There is nothing left to chance! The president also says that the NRM has built capacity in its ranks and even outside its ranks for Uganda to get another capable president! Each of the registered political parties have constitutions that also clearly spell out how leaders in those parties shall be appointed. Now with all this legal framework laid out, why would we need Museveni to prescribe for us the next potential president? The president says he has groomed well all his top cadres and any of them can take over the reigns of power AS LONG AS he/she is democratically elected by the people of Uganda! The talent may not be apparent now, but it is there and the president is confident that nothing wrong will happen to Uganda when he leaves the stage! His still being around is not because there are no other talents in NRM who can take over but it is because the NRM still thinks he still has something to offer!” You are now back in your true mold of praise singer! It would be good if you were to exercise some critical thought and analyse issues as they are rather than as Museveni says they are or should be. Museveni has been in power 23 years going on thirty. He is well into his fith term (not third). Calling it his third term is purely semantics. He is surrounded by pawns none of whom have a true constituency -thanks to him. This includes Bukenya, Mbabazi, Kategaya, Rugunda, Otafiire, Nsibambi etc. Most of his NRM historicals are tainted by corruption and beholden to him for their freedom. Others such as Kajura, Kivenjinja are deadwood past their use by date. Others are shrill voices in the opposition after being rail roaded out of the NRM for daring to covet the chair for themselves! Parliament is a talk shop that is largely a rubber stamp with little real authority while the judiciary is largely appointed by him as a result of his lengthy incubency. Some such as Kavuma, are clearly NRM ideologues appointed to the bench when their political fortunes waned. I could mention a few others but you can fill in the blanks. And he minces no words in a putting down the judiciary whenever it suits him. How many of Museveni’s appointees have ever been knocked back by parliament? He undermines his own ministers. He acts like a village chief walking around allocating wives and parcelling out pieces of land to cronies. Is this because there are no institutions supposed to perform these functions? Local government is a farce due to his balkanisation of every district into little non viable districtlets dependent on the central government for handouts! The police is headed by a career soldier from the “rigth” region! The opposition thanks in part to himself and in part to their own weakness is a collection of loud mouths with little real power! Most are UPC degenerates, tired DP old men or NRM rejects with little coherent alternate policy or a cogent plan to grab power from him. Despite their claims of rigging I suspect Museveni still trounces them. Unfortunately largely due to his prolonged incubency, there is a more than an even chance that he will neither win nor lose the next election. The recent trend in African countries with constitutions like ours that do not have a mechanism for coalition governments but insist on a 51 % majority is a descent to anarchy and an impasse whenever the vote gets too close to 50%. Her I cite recent elections in Zimbabwe and Kenya. Musevenis record suggests a 10% drop in the vote at each subsequent election which would give him a majority of 49% at the next election in 2011 but not an outright majority vote which would imply a second election. Given the track record of our opposition politicians they will claim victory and rigging and like in Kenya and Zimbabwe, there will be unrest in the streets. However Museveni as usual is a step ahead thus the policemen at every corner. Unfortunately mobs tend to view uniformed and armed security personel as provocation. Having undermined local government, the judiciary, the opposition and his own cabinet and party, Museveni has gone on to create parallel structures headed by members of his family. I seem to remember one of his pet peeves in the early days as having been nepotism. I struggle however to classify his appointment of his wife as a cabinet minister with the flimsy excuse that not that she was the best woman for the job, but that of 30 million Ugandans, no one could do the job save her! the fortunes of his brother are on public record as are those of his sons meteoric rise in the armed forces and virtual monopoly on coveted scholarships to Fort Leavenworth and Sandhurst. His daughter was not too long ago appointed to his staff on the basis of unclear qualifications and appointment process. His wife not too long ago “won” a public contract to “beautify” roads for CHOGM in a dubious bid process while his sons in laws have been involved in multi million dollar contracts providing services to government. This does not incude Kutesa and his (Kaguta’s) younger brother (not Saleh) who has been in the newspapers too. One can only say that there can only be one goal to the president undermining and civil structures and power centres while surrounding himself with weak people or compromised people! To pave the way for an Eyadema or Kabila like succession. The skewed ethnicity of the army high command would off course come in handy in such an event! plus many have got too much to lose if their wealth were to be put under a microscope by a new and unfriendly government.
