City Seeks Clarity from the Court Regarding Release of Employee Personnel Records The City of Laramie filed a Petition with the District Court August 13, 2013 requesting clarification of State law regarding the release of personnel and associated records. The City has received and responded to two written public records requests, and one verbal request, from Mr. Joe Vitale since March 2013, and most recently on August 7th received a fourth request from the Laramie Daily Boomerang for the same group of personnel records. In responding to the various record requests, the City has commissioned three, separate legal opinions – two from legal counsel outside of the City and one from City Attorney Dave Clark. All of the three opinions conclude the law provides explicit direction to the City’s Custodian of Records that he/she “shall deny the inspection” of personnel records.
