Comments from TUI President Gerard Craughwell in response to Minister’s submission to Joint Committee on Education and Social Protection on the Implementation of the JCSA 13/5/14 ‘The Minister stated his belief in the capacity of teachers to deliver change. We believe that this capacity has been proven time and time again in the successful implementation of positive developments such as Transition Year and the Leaving Certificate Applied programme. However, the unequivocal outcome of the ballots on non-cooperation with the implementation of the new programme make crystal clear the views of teachers on the proposed new Junior Cycle programme. It is worth highlighting again that Ireland enjoys the highest level of public satisfaction with the education system and schools in the OECD – 82 per cent compared to the OECD average of 66 per cent. This trust is the cornerstone of effective public education and must be maintained. The Minister once again asked for teacher unions to submit a written statement of the resources they would see as necessary. This is a little disingenuous, in that he is seeking that we provide details of the resources needed for his vision of the new programme rather than one that teachers believe would maintain standards and public trust. We are always willing to talk, but we will continue to insist that any new version of the Junior Cycle must be externally assessed and nationally certified. It would represent progress if the Minister indicated his willingness to provide the necessary resources for these requirements.’
