Congress must debate and vote on a specific authorization of force relating to the despicable ISIS terrorist group. This is our constitutional duty. The comprehensive strategy also must include extensive diplomatic and economic efforts, and involve a broad coalition. After a classified briefing yesterday and remarks by the President this week, it is clear to me that the Congress must act on a narrowly-tailored authorization that is not open-ended. While some Republican members and former Vice President Dick Cheney are pressing for an extensive U.S. combat role, I believe it is time for the countries in the region to press the fight on the ground.
