DA: Is it now a forgotten word? West Bengal Government was pioneer in settling the issue of DA, long back in 1967.As result, Central Government started to finance States to pay dearness allowance to its employees. The then Chief Minister wrote Government of India that, “It is my firm conviction that dearness allowance and other benefits like house rent allowance etc. have to be, more or less, the same for state Government servants as for those under the centre……….Any other approach to the problem would, I am sure, prove unworkable, under the prevailing circumstances, and, as a result, affect the efficiency and stability of the State Government.” After recent DA hike by Govt. of India , most of the states have made their DA at per. See the following list. ODISHA : 80% wef 1.1.13 (odisha.gov.in/finance/pdf/2013/16996_DA.pdf) RAJASTHAN : 90% wef 1.7.13 (gconnect.in/state-government-employees/rajastan-state-government-employees/da-from-july-2013-rajasthan-state-government-employees-da-90.html) GUJARAT : 80% wef 1.1.13 (indianexpress/news/da-hiked-for-state-govt-employees/1119544/) CHHATTISHGARH : 90% wef 1.7.13 (dailypioneer/state-editions/raipur/10-pc-hike-in-da-for-state-govt-employees.html)... But unfortunately the pioneer state of 1967 has become last in providing DA to its employee though it declared in its document such disparity will,” affect the efficiency and stability of the State Government”
