DAP analysis....the executive (Pres. and VP w cabinets), legislative and judiciary bodies are one to abuse powers and did not uphold the law. all of those who availed, implement, policy maker are liable! so this case end there. Disbursement Acceleration Program (DAP) was created in 2012 by DBM official Butch Abad via National Budget Circular no. 541. balances of funds in the executive department and from other govt agencies were pooled w their goal to boost the countrys economy. members of the congress who availed the DAP funds did not complain and used or misused it via illegal, unprogrammed funds. the VP office, the judiciary, the congress used and misused it.
