Terry Ridon on Thursday urged the House of Representatives to investigate P20 billion at the governments disposal this year through Grassroots Participatory Budgeting (GPB), which he said is suspicious because Budget Secretary Florencio Abad is behind it. Hay. Never mind that: If approved by the DBM, these projects would be included in the proposed budgets of specific agencies. The governments proposed budget, the National Expenditure Program, is submitted to Congress, which then files and passes the General Appropriations Bill. When enacted, that bill becomes the national budget. #ingay
