COMMUNITY DEVELOPMENT Having lost his father at the age of seven, Olugbile and his seven siblings had a harrowing experience growing up. This experience instilled in him from a young age, a heart for the less-privileged in the society such that while in Medical School, he used part of the proceeds of the scholarships he enjoyed from Living Faith Church to establish Dr Olugbile Scholarship Foundation (DOSF). The Foundation provides educational support for fellow poor students in his community through award of scholarships and payment of UME and WAEC exams fees. In furtherance of Olugbile’s passion for the development of the people at the grassroots, he and his lovely wife, Mrs Oluwapelumi Olugbile (formerly Miss Oluwapelumi Olutoye) founded an NGO named Grassroots Initiative for Positive Socioeconomic Development (GIPSED), aimed at improving the lives of grassroots people through education, economic empowerment, political, health, sport and agricultural projects. GIPSED is duly registered with the CAC. THE 2015 MANDATE Dr Olugbile’s desire to serve in the House of Representative is a product of his passion to contribute to the development of Nigeria through people-oriented legislation and effective oversight. One of the cardinal legislations that he hopes to champion at the National Assembly is a bill to amend the relevant laws that will ensure harmony in the health sector as well as reform medical education to solve the perennial gaps in human resources for health. He also hope to complement the efforts of the state government in his constituency using quarterly constituency allowance (among other revenues) available to each member of House of Representative for developmental interventions at the grassroots such as: 1. Annual provision for more than 1,000 poor women with micro credit worth N20,000 each as part of poverty reduction program. Over 4,000 poor women will be empowered in 4yrs. 2. Provision of monthly welfare scheme for 700 poor senior citizens (Oju mi rale program). 3. Enrolling over 4,000 poor households in Community-Based Health Insurance Scheme. 4. Annual enrolment of more than 250 unemployed graduates in a 6-month Graduate Employment Catalytic Scheme (GECS). Over 1,000 will benefit in a four-year term. 5. Education Support Initiative Program to support education in public secondary and primary schools as well as provide higher institution scholarships for poor students. All these developmental interventions are in addition to Dr Olugbile using his office to actively lobby for federal projects and appointments for his constituency. With his experience within development circle, he will also actively engage development partners to attract interventions to his constituency. Importantly, Olugbile plans to improve the fortune of his political party among the electorates through the following; 1. Maintenance of constituency office with minimum of five staff in each LGA headquarters to serve as a link between him and the people of his constituency. 2. Holding monthly town-hall meeting in at least three communities in his constituency where stewardship accounts will be provided and feedback obtained. 3. Regular financial contribution to support party activities in each political ward. 4. Annual “know what your Rep does and where he lives” campaign to expose political party leaders and executives at ward level to life in Abuja and workings of National Assembly. CAMPAIGN ACTIVITIES Apart from being a visionary young man, one of the reasons Olugbile is widely loved and accepted by the people of his constituency (including the traditional and religious leaders) is his people-oriented development interventions which he does with full community participation and ownership. Some of these interventions include; 1. Employment of contract teachers to bridge the HR gap in two secondary schools. 2. Free extramural classes across the constituency with monthly allowance for the teachers. 3. Free outdoor viewing centres for 2014 World Cup in four communities in the constituency. 4. Repair of damaged borehole in Okuku. 5. Football Talent Hunt with Emmanuel Babayaro for football players in Odo-Otin/Ifelodun/Boripe federal constituency. A total of 24 players were selected and currently being prepared to ply their trade abroad. Other activities being planned for the campaign include: 1. Free medical and surgical outreaches including ophthalmological and dental care. 2. Free computer training to enhance the capacity of the youth in the constituency. 3. Agricultural intervention for farmers such as distribution of fertilizers and farm tools. 4. Women empowerment and poverty reduction programs through setting up a cooperative society in each ward and providing them with start-up grants. THE APPEAL Dr Olugbile is fully ready to serve Nigeria through the House of Representatives. A support for his candidature is a support for positive change and a better tomorrow for our great nation.
