Daily Current Affairs: 15th January 2015 1) In an important development for Prime Minister Narendra Modi’s “Make In India” pitch, for the first time US aviation regulator the Federal Aviation Administration (FAA) gave its approval to two aircraft parts manufactured by Indian manufacturers. With these FAA approvals the manufacturers will be able to supply the parts to aircraft manufacturing units in the US and the world over. What are the names of these two Indian manufacturers? – The India arm of UTC Aerospace Systems (UTAS) and HBL Power Systems Explanation: A four-person life raft developed by the India arm of UTC Aerospace Systems (UTAS) and nickel-cadmium batteries developed by Hyderabad-based HBL Power Systems were approved by the FAA. The approval from the FAA implies that these two products are now internationally certified. This is the first instance of any aircraft parts manufactured by Indian entities being approved by the FAA. To promote the development of the aerospace industry under the PM’s ambitious ‘Make in India’ scheme, most state governments are coming up with their aerospace and defence manufacturing policies providing significant incentives and policy support to potential investors. 1) प्रधानमंत्री नरेन्द्र मोदी के “मेक इन इण्डिया” कार्यक्रम को एक बड़ा सहारा तब मिला जब अमेरिका के विमानन क्षेत्र की नियामक संस्था एफएए (Federal Aviation Administration – FAA) ने हाल ही में भारतीय निर्माताओं द्वारा निर्मित दो वायुयान उपकरणों को अमेरिकी विमानन क्षेत्र तथा प्रयोग किए जाने के लिए स्वीकृति प्रदान कर दी। यह पहला मौका है जब FAA ने भारतीय निर्माताओं द्वारा निर्मित उपकरणों को यह स्वीकृति दी है। ये दो भारतीय उत्पादक कौन से हैं? – UTC एयरोस्पेस सिस्टम्स की भारतीय इकाई और HBL पॉवर सिस्टम्स विस्तार: UTC एयरोस्पेस सिस्टम्स की भारतीय इकाई द्वारा निर्मित चार लोगों के बैठने की क्षमता वाली लाइफ राफ्ट (जीवन नौका) तथा हैदराबाद स्थित HBL पॉवर सिस्टम्स द्वारा निर्मित निकल-कैडमियम बैटरी को ने अपनी स्वीकृति प्रदान की है। FAA द्वारा यह स्वीकृति मिलने का अर्थ यह है कि इन निर्माताओं को इन उपकरणों की आपूर्ति करने की अंतर्राष्ट्रीय अनुमति मिल गई है। उल्लेखनीय है कि प्रधानमंत्री नरेन्द्र मोदी ने रक्षा एवं विमानन क्षेत्र में “मेक इन इण्डिया” को सफल बनाए जाने पर काफी जोर दिया है और इसी के चलते तमाम राज्य सरकारों ने अपनी विमानन एवं रक्षा उत्पादन नीतियाँ बनाना शुरू कर दिया है। ________________________________________ 2) The Union Government during January 2015 asked states to deploy an open source Linux-based operating system meant to run official computers under an initiative titled BOSS. The acronym BOSS stands for what? – Bharat Operating System Solutions Explanation: The BOSS initiative is being proposed as a ‘homegrown’ alternative to the Microsoft Windows operating system, which is the predominant operating system in use across Central and state government computer systems, alongside other Linux variants such as Redhat and Ubuntu, as well as Android and Unix systems. The Government has entrusted a Chennai-based state-owned IT firm with the support and promotion of BOSS. 2) केन्द्र सरकार ने जनवरी 2015 के दौरान राज्यों को निर्देश दिया कि वे सरकारी कम्प्यूटरों को चलाने के लिए ओपन-सोर्स लाइनेक्स-आधारित ऑपरेटिंग सिस्टम (open source Linux-based operating system) का प्रयोग करें जिसके लिए सरकार ने कुछ समय पूर्व BOSS नामक पहल शुरू की थी। BOSS नामक इस पहल का अर्थ क्या है? – भारत ऑपरेटिंग सिस्टम सॉल्यूशन्स – Bharat Operating System Solutions विस्तार: BOSS नामक इस पहल को विण्डोज़ आधारित ऑपरेटिंग सिस्टम (Microsoft Windows operating system) के विकल्प के रूप में विकसित किया गया है। वर्तमान में अधिकांश सरकारी कार्यालयों में विण्डोज़ आधारित ऑपरेटिंग सिस्टम प्रयोग किया जाता है अथवा लाइनेक्स के रेडहैट (Redhat) या यूबुन्टू (Ubuntu) जैसे वेरियेन्ट प्रयोग में लाए जाते हैं। इसके अलावा एण्ड्रॉयड (Android) और यूनिक्स (Unix) आधारित ऑपरेटिंग सिस्टम का भी कार्यालयों में प्रयोग किया जा रहा है। सरकार चाहती है कि BOSS पहल के तहत सरकारी कार्यालयों में लाइनेक्स के भारत के स्वयं विकसित किए गए ऑपरेटिंग सिस्टम वेरियेण्ट का प्रयोग किया जाय जिससे भारत की विदेशी ऑपरेटिंग सिस्टम पर निर्भरता को कम किया जा सके। ________________________________________ 3) The Union Govt. constituted a Commission on Denotified and Nomadic Tribes on 9 January 2015 for preparation of a State-wise list of castes belonging to denotified and nomadic tribes and suggest appropriate measures in respect of them. Who was appointed as the Chairman of this Commission? – Bhiku Ramji Idate Explanation: Bhiku Ramji Idate is a Mahar BJP leader from Maharashtra, which is a Dalit sub-caste. The terms of reference of the Commission include preparation of a State-wise list of castes belonging to Denotified and Nomadic Tribes and suggest appropriate measures in respect of these tribes to be undertaken by the Central Government or the State Government. Bhiku Ramji Idate took over as the Chairman of the Commission while Shravan Singh Rathore took over as its Member Secretary. 3) केन्द्र सरकार ने 9 जनवरी 2015 को विमुक्त तथा खानाबदोश जनजातियों (Denotified and Nomadic Tribes) के लिए एक राष्ट्रीय आयोग का गठन किया। यह आयोग इन जनजातियों से सम्बन्धित जातियों की राज्यवार सूची तैयार करेगा। इस आयोग का अध्यक्ष किसे बनाया गया है? – भीखू रामजी इदाते (Bhiku Ramji Idate) विस्तार: भीखू रामजी इदाते भारतीय जनना पार्टी से सम्बद्ध हैं तथा महाराष्ट्र की महार जाति से आते हैं जो दलित वर्ग की एक उप-जाति है। इस नवगठित आयोग का कार्यकाल तीन वर्ष का होगा। आयोग विमुक्त तथा खानाबदोश जनजातियों से सम्बन्धित जातियों की राज्यवार सूची तैयार करने के अलावा इन जातियों के लोगों के कल्याण के लिए केन्द्र और राज्य सरकारों द्वारा किए जाने वाले अपेक्षित कार्यों के बारे में सुझाव देगा। श्रवण सिंह राठौर को इस आयोग का सदस्य सचिव के रूप में नामित किया गया है। ________________________________________ 4) The insurance regulator Insurance Regulatory and Development Authority (IRDA) expressed concern over the skewed penetration of health insurance in India with four states accounting for 62% of premium. Which four states are these? – Maharashtra, Tamil Nadu, Karnataka and Union Territory of Delhi Explanation: This concern was expressed in the Annual Report for 2014-14 that was published during January 2015. While these four states contributed 62% of total health insurance premium, the rest 32 States/UTs contributed only 38% of total premium. In fact, the health insurance premium from 8 sister States of North Eastern India was only118 crore (0.6%) for 2013-14. One of the reasons for the skew in premium is that 46% of health insurance premium comes from group policies sold to corporates. As a result the coverage is highest in states with high level of industrialization. 4) भारत में बीमा क्षेत्र की नियामक संस्था IRDA ने इस बात पर चिंता व्यक्त की है कि देश में एकत्र किए जाने वाले कुल स्वास्थ्य बीमा प्रीमियम (health insurance premium) का 62% हिस्सा चार राज्यों से एकत्र किया जाता है। ये चार राज्य कौन से हैं? – महाराष्ट्र, तमिलनाडु, कर्नाटक और राष्ट्रीय राजधानी क्षेत्र दिल्ली विस्तार: IRDA ने यह चिंता वर्ष 2013-14 की अपनी वार्षिक रिपोर्ट (Annual Report) में उल्लिखित की जिसे जनवरी 2015 के दौरान जारी किया गया। इसमें कहा गया कि देश के उक्त चार राज्य कुल स्वास्थ्य बीमा प्रीमियम का 62% एकत्र करते हैं जबकि देश के शेष 32 राज्य व केन्द्र शासित प्रदेश की हिस्सेदारी शेष 38% की है। इस रिपोर्ट में एक और चिंताजनक तथ्य यह था कि भारत के उत्तर-पूर्व के आठ राज्यों ने वर्ष 2013-14 के दौरान कुल 118 करोड़ रुपए का स्वास्थ्य बीमा प्रीमियम एकत्र किया जोकि देश के कुल स्वास्थ्य बीमा प्रीमियम एकत्रीकरण का मात्र 0.6% था। स्वास्थ्य बीमा एकत्रीकरण में इतनी असमानता होने का मुख्य कारण यह है कि देश में 46% स्वास्थ्य बीमा पॉलिसियाँ कॉर्पोरेट वर्ग को समूह बीमा पॉलिसी (group insurance policy) के रूप में बेची जाती हैं और इसके चलते उनका केन्द्रीयकरण वहाँ अधिक हैं जहाँ कॉरपोरेट क्षेत्र अधिक विकसित है, जैसे उक्त चार राज्य। ________________________________________ 5) Who took over as the Director General Air Operations (DGAO) in the Indian Air Force (IAF) on 13 January 2015? – Air Marshal Anil Khosla Explanation: Air Marshal Anil Khosla has over 4000 hours of flying experience having flown the Jaguar and MiG 21. He was named in recognition of the part the RBI and its staff have been playing in bringing macroeconomic stability to the Indian economy, in creating more competition and new growth opportunities in the banking and financial markets, as well as in expanding financial inclusion. He had earlier won the “Best Central Bank Governor” award for 2014 by Euromoney magazine. He will take over on 17 January 2015 with the present Chief Justice Muzammel Hossain retiring on 16 January on reaching 67, the retirement age for Supreme Court judges in Bangladesh.
