Dear Brig Narinder Dhand Sir, I hope all bureaucrats in MoD, Senior officers of Service HQ, PMO and honble Raksha Mantri & honble Prime Minister read your mail. I have deliberately omitted to include COAS, Army Cdr Northern Comd and GOC 15 Corps because they can not understand contents and feelings expressed in your mail. The Army Cdr Northern Comd goes to town announcing compensation of Rs 10 lakhs each for two deceased youth and Rs 5 lakhs each for two injured youth in Badgam incident the very next day i.e. 04 Nov 2013 within less than 24 hrs after Mr Arun Jaitley, honble Raksha Matri tweets Gulity will be punished on 03 Nov 2014. Does this Army Cdr Northern Comd who is bothered more about a nuanced approach which balances local aspirations with controlling terrorist violence, go to units and tell them as to what a soldier is to do when he sees some one approaching his unit lines in night time? Does this nuanced approach give the soldiers at the check post in front of his unit lines time to recognise the guy as an innocent civilian or a terrorist? Will the terrorist give the jawan time to carry out appreciation of nuanced approach? What kind of instructions will CO or Company Commanders give their men to react with a nuanced approach balanced with civilian aspirations? Will the honble PM who takes pride in telling in an election meeting on 08 Dec 2014 in Srinagar that Army for the first time accepted its mistakes in 30 years of killing two youth in Badgam wants the Nation to believe that so far Army have never told truth about deaths of civilians in the past? Will now the COAS and Army Cdr Northern Comd understand that the Politicians scored political points that it is they who made Army accept its so called mistake of firing on a speeding car which refuses to halt at two previous mobile check posts and not the Army itself? Will the Senior Army Officers understand that their loyalty should remain with their command and not with politicians. The jawans are not fools anymore and are quite capable of seeing the games their senior commanders are playing with their lives by dancing to the tunes of these politicians? Will COs aspire for a good chit and nomination for HC/HDMC courses or act according to military ethos and carry out their solemn responsiblity of protecting their command even if mistakes occur in carrying out their military duties? What kind of Army is going to be if senior commanders forget the military traditions but to carry out instructions of political masters without a thought? Do these senior officers of Army remember Fd Mshl Manekshaw when pressed to go to war stuck to his military upbringing and offered to submit his resignation letter for personal /health reasons to no less than Mrs Indira Gandhi, honble PM in Apr 1971? Contrast this with COAS who simply carried out instructions given by a Joint Secretary (HC Sarin) in Sep 1962 and results that followed? Why did not the honble PM tell Kashmiris that their freedom to vote in the state elections has been made possible by the rivers of blood of martyred soldiers shed since 1989? Do the honble PM, honble Raksha Mantri, COAS and Army Cdr Northern Comd know how much time the CGDA takes to give compensation to the widows/dependents of the martyred 8 soldiers of Uri and Mahura on 05 Dec 2014? Do the honble PM make a grand announcement that blood of soldiers is as important as that of Delhi police constable and hence in future all such martyred soldiers will be honoured by presenting a cheque of Rs 1 crore at the time of funeral to the bereaved families? Do the bereaved family deserve decent resettlement by giving one member of family a compassionate appointment in Central Govt depending upon their educational qualification, free education to children, free medical cover etc ? The Army Cdr Northern Comd wants training standards to be improved by which nuanced approach comes into being which balances aspirations of civilians. So the training which ensured we do not lose any more precious Army lives was wrong as per his assessment.
