Debate? Really? The answer here is obvious. There is no foreign policy. Mr. O is afraid of being The President. He would prefer, rather, to be Michael Jordan (so to speak). He does NOT grasp the hard edges of geopolitics. To Ali Wyne: we still need to act as catalyst, and that has been absent. To Reuel Gerecht: D.C. has retreated - and I mean that in the sense of lacking credibility (which need not imply that prior White House occupants got it right - but abnegation, in this case, is not correct, either, and may indeed be worse than being active but getting it wrong). To Chatham House: no, its not realistic.
