Democratic Alliance media statement by Francois Rodgers, MPL DA KZN: MEC must deal with obstructive behaviour by ANC-led Kokstad municipality The DA calls on KZN COGTA MEC Nomusa Dube-Ncube to take immediate action against Kokstad Municipality’s Speaker and ANC Councillors for their failure to allocate portfolios to two DA Councillors for more than a year. This is both shocking and unconstitutional. Section 160 of the Constitution and Section 79 of the Municipal Structures Act are concise in the responsibilities and requirements of establishing committees within municipalities. The DA is of the opinion that the ANC is playing political games with the management and functions of the Greater Kokstad Municipality. There can be no other logical explanation for why it should take so long to assign portfolios. DA Caucus Leader and Executive Councillor, Cyprian Nyembezi, has raised this concern with the Speaker on numerous occasions over the past year, with no success or resolve. The DA went so far as to propose to the Speaker that Councillor Lwanda Madikizela serve on Finance and MPAC and DA Councillor Karen Walker serve on the Community Development Committee as has happened in the past. MEC Dube-Ncube must act against this obstructive behaviour. It is a clear sign that the ANC leadership in Kokstad has neither the political will nor the ability to run a successful and effective municipality.
