Component: Provincial Security Operations Department: Department of Community Safety Reference number: SMS 1/2014 Job purpose: To promote and facilitate the development and implementation of safety and security strategies and security operations and provisioning within Western Cape Government (WCG) as well as efficient and effective management of security related systems and processes. Minimum Requirements... Requirements: • B-Degree or appropriate 3 year tertiary qualification (NQF 6); • Minimum of 6 years appropriate management/public management experience in a Safety and Security environment; • A valid drivers licence. Job Specification... Recommendations: • Security administration; Risk Management or Security Management course offered by NIA/SSA will be an advantage; • Extensive knowledge of Strategic Management Processes. Key performance areas: • Strategically manage the Directorate: Provincial Security Provisioning and develop systems and processes for the effective management of strategic processes, financial, human and other resources in line with the prescripts of the Public Service; • Provide transversal direction and co-ordinate the strategic development and implementation of safety and security practices and policies; • Provide advice to Heads of Department on security solutions that impact on safety and security within the Western Cape Government; • Ensure the alignment of security services procured i.t.o systems and processes needed to implement strategies at strategic, tactical and operational levels within WCG; • Provide and maintain appropriate security services of WCG facilities within the CBD as well as to facilitate the design of solutions for WCG facilities outside the CBD. Competencies: • Knowledge of Strategic Management processes, policies and regulations in the field of Safety and Security Management and Occupational Health and Safety (OHS); • Knowledge of Public service accountability systems and processes; • Knowledge of HRM, contract administration, access control systems, guarding services, and reporting as well as Labour Relations Act; Financial Management (Budgeting, MTEF and MTEC, etc.) • Policy research, policy analysis, formulation and policy development • Relevant Public Finance Legislation, Regulations, Policies and Prescripts, Public Service Regulations, MISS, MPSS, Public Service Act, OHS Act, Access to Public Premises and vehicles Act. • Knowledge of applicable policies and regulations in the field of Safety and Security. • Demonstrated strategic capability and leadership skills; • Proven ability to communicate at all levels and across sectors utilising various media.
