Do political quotas empower women, or discourage them from getting into power? In Rwanda, women hold 64% of parliamentary seats. This is largely attributed to the use of a quota system, which ensures women “at least 30% of posts in decision-making organs”. “Rwanda’s success in increasing the number of parliamentary seats held by women displays how beneficial using quota systems can be in getting women’s voices heard.” Nonetheless, there is the potential for quotas to pressure women into power, rather than inspiring them and allowing them to make their own choice.
