Don’t merge EFCC with ICPC – Ayoola A former Chairman of the Independent Corrupt Practices Commission, Justice Emmanuel Ayoola (retd.), has advised the Federal Government not to merge the commission with the Economic and Financial Crimes Commission. During an Osun State Broadcasting Corporation programme, Guest of the Month, on Thursday, Ayoola said it would be unwise to merge the two anti-graft organisations when they perform different functions. He said, “It would be unwise and against international convention to merge them. They do not perform the same functions.” The octogenarian, who urged the government to fund investigations by the ICPC and EFCC adequately, added that shoddy investigations could negate the outcome of cases. Ayoola said plea bargaining should not go outside the discretion of the prosecutor, stressing that judges should exercise the discretion to accept or reject it. “There should be effective checks and balances in plea bargaining,” he maintained. He said Nigerians were too laid back in the fight against corruption, noting that every Nigerian should seek accountability, probity and transparency in public and private endeavours.
