There’s no reason for gun enthusiasts to gloat about the federal district court decision declaring a constitutional right to take a handgun outside of one’s home. The district court was clear that the right to carry a gun in public is subject to regulation by local jurisdictions. The district court decision has been stayed, and there is still plenty of room for the District to issue tight regulations on carrying handguns outside the home.
