Driver Qualification Cards Drivers who hold the old style “paper” licence must apply for a photocard licence before a DQC can be issued as the information for the DQC is taken from the DVLA database. It is therefore recommended that those drivers apply for a photocard licence as soon as possible. Currently it costs £20 to swap the licence. For those drivers who already hold a photocard licence, the DQC will be issued automatically once 35 hours of periodic training has been completed and logged on the DSA’s R&E database.
