ELDORADO NATIONAL FOREST OUTREACH Timber Sales Administrator GS-0462-08/09/10 PFT Eldorado National Forest Amador Ranger District Duty Station: Pioneer, CA ___________________________________ The Eldorado National Forest is planning to fill a permanent, full-time Timber Sales Administrator. This position is located on the Amador Ranger District in Pioneer, CA. The purpose of this Outreach Notice is to determine the potential applicant pool for this position and to establish the appropriate recruitment method, e.g. merit and demo announcements; use of special hiring authorities such as veteran hiring authorities and persons with disabilities authorities; and area of consideration for the advertisement. Individuals stating interest in this position with the Outreach Response Form found at the end of this notice will be notified when the vacancy announcement is posted on USAJOBS. If interested, please return the Outreach Response Form by 15 November 2013. Major Duties These duties are at the full performance. Incumbent functions as sale administrator on the most complex sales on the unit. These sales are identified as having a combination of three or more of the following complexities: - Helicopter Yarding Systems - Streamside Management Units with special protection requirements. - Tractor yarding with pre-designated skid trails. -Tractor yarding with over-the-snow logging. - Harvest within sensitive visual corridors adjacent major forest roads or stated/federal highways. - Known cultural resources within sale area needing protection. - Stumpage prices based upon stumpage rate adjustment. - Stumpage prices significantly above the average for the Forest. - Complex log accountability requirements involving out-of-zone scaling and/or multiple scaling locations. - Endangered, threatened or sensitive species of plants or animals within the sale area requiring specific actions and/or protection measures. - Operator requiring more than average monitoring to achieve contract requirements. Reviews the contract and related pre-sale data such as preliminary logging plan, environment assessment, appraisal, etc. Determines that all prerequisites to contract work are taken care of such as, but not limited to, advance deposits, delegations of authority, road construction and timber cutting coordination, improvement locations, operating schedules, logging plan preparations, scaling arrangements, and environmental protection measures. Reviews plans and schedules with purchasers to assure common understanding of conditions and responsibilities. Throughout the life of the sale, is responsible for continuing field inspection and control of purchaser’s operations such as falling, skidding and yarding, loading, hauling, and all log accountability requirements. Determines whether utilization, slash disposal, and erosion control are adequate. Documents all findings for the sale record. Takes appropriate action to correct deficiencies, and assesses penalties when needed. Ensures that stream courses and other land features are protected. Advises purchaser’s field representative of adequacy or inadequacy of operations and achieves compliance with contract terms, including safety and employment requirements. Determines when log hauling may be allowed on system roads under construction, makes agreements, and monthly reports of progress, initiates requests for payments, bond changes, or cooperative work. Reviews timber sale statements of account and maintains controls to ensure that all payments and deposits are made. Ensures that all contractual obligations are met before making final inspection and recommending sale closure. Coordinates sale administration duties with other unit timber and related activities. Keeps supervisor informed of major problems. Advises other resource specialists of activities relating to their specialty; seeks advice on new or sensitive issues and ensures that resource monitoring is done in a timely manner. As personnel are available and as workload requires, trains and provides work direction to one or two harvest inspectors who perform limited phases of sale administration. Elevations range from 2000 ft. in the foothills to more than 10,000 along the Sierra Crest. A Mediterranean climate extends over most of the Forest, with warm, dry summers, and cold, wet winters. Average precipitation ranges from 40 to 70 inches, occurring mainly from October to April. There is significant snowfall above 3000 feet elevation. The Eldorado N.F. and surrounding communities offer a wide variety of recreation activities. There are lakes, reservoirs, several cross-country and downhill ski areas, two unique wilderness areas, over 40 developed campgrounds, several resort areas, golf courses, and outstanding local wineries and fruit orchards. Opportunities abound for water skiing, white water sports (Class II to Class V), mountain biking, rock climbing, fishing, hunting and hiking. Local community theatres offer stage plays and a variety of musical entertainment. In close proximity to the forest are the communities of South Lake Tahoe and Sacramento, which offer additional recreational and cultural activities including professional and semi-professional sport. Community Information: The community of Pioneer is located on Highway 88 which is a trans-Sierra route between the Sacramento/Stockton and the Lake Tahoe/Minden areas. Sacramento is approximately 1 ½ hour drive, Folsom approximately 1 hour and the smaller but full service community of Jackson a 20 minute drive from Pioneer. The community of Pioneer is located in the foothills of the Sierra Nevada at an elevation of approximately 3,000 feet. Pioneer, Pine Grove and Volcano are small communities but do provide basic necessities including groceries, restaurants, banks, doctors, dentists, Post Offices, churches, and schools, etc. Additional community information can be found at amadorcountychamber/ Climate: The Eldorado ranges in elevation from 2,000 ft. in the foothills to more than 10,000 along the Sierra Crest.
