The Zimbabwe Energy Regulatory Authority (ZERA) is a statutory body mandated to ensure that the country’s Energy supply is reliable, adequate and sustainable, whilst the prices charged are fair, the environment is protected and energy is supplied safely through effective regulation. ZERA seeks the services of highly competent, professional and results oriented individuals who are able to take the organisation to a higher level in the following roles. 1. COMPLIANCE AND MONITORING ENGINEER Reporting to the Senior Engineer Electricity the Key Job Functions of this position will be: • Conducts planned and ad hoc technical compliance inspections of electricity and renewable energy facilities in terms of technical regulations, standards and codes and identifying areas of non-compliance and produce reports/recommendations. • Ensure that licensees comply to minimum technical and safety standards conditions through inspections and analysing licensee reports and provide recommendations and remedial action • Ensures licensees’ compliance with license conditions through inspections and analysis of licensee reports and provide recommendations on any remedial action • Conducts investigations on quality of supply and service complaints and produce reports/recommendations thereof • Provides input into development, implementation and review of technical regulations, standards and codes • Provides technical input into licensee application evaluation and technical license conditions • Conducts all technical and commercial customer complaint investigations and produce reports thereof • Conducts investigations into electrical accidents and incidents. • Provide input into the development of health and safety regulations/standards /codes. Key Job Requirements: The successful candidate for this position should meet the following criteria: • A BSc Honours degree qualification in Electrical Engineering • A minimum of 5 years’ technical and engineering experience within the Electricity Supply industry • Good analytical skills • Self-motivated • Ability to apply quality management principles • Excellent verbal and written communication skills • Ability to interpret statutory provisions and assess their impact on utilities and customers 2. LPG INSPECTOR Reporting to the Engineer Petroleum Infrastructure the Key Job Functions of this position will be: • Assists in the formulation and development of LPG standards and regulations through input of expert advice in this process • Recommends changes of LPG standards and regulations as and when the need arises • Provides technical advice to various stakeholders with respect to LPG usage and operations • Carries out the required site inspections prior to licensing of LPG operators • Assists in the monitoring of compliance to the LPG framework for existing licenses • Assists in the development of licensing criteria for LPG operators, certification of all LPG operators by explaining the license application process. and ensures that all operators are licensed • Inspects all LPG storage, distribution systems and retail operational facilities and equipment to ensure compliance with standards and regulations • Monitors and audits licensees operations and ensures LPG products and services are meeting the set regulatory quality, safety and environmental standards • Examines and audits records of LPG companies and operators to determine that the design, installation and operation of the operations conform to regulatory requirements. • Ensures that LPG license operations are compliant in terms of Safety, Health and Environment laws and regulations and liaises with NSSA, EMA and Local Authorities on same • Assists with investigations of incidents/accidents in the LPG industry • Investigates alleged violations of statutes related to the storage and use of LPG. • Provides training on proper and safe storage and use of LPG and maintains records and statistical data on LPG operations as required • Attends hearings or trials on behalf of the Authority as a witness in alleged violations of LPG regulations or Public safety regulations • Identifies and recommends any research and development projects with respect to LPG. technical and safety standards through inspections and analysing licensee reports Key Job Requirements: The successful candidate for this position should meet the following criteria: • A BSc Honours degree qualification in Mechanical, Chemical Engineering or equivalent • A minimum of 3 years’ experience in the Petroleum sector with focus on LPG sales or installations • Extensive knowledge and experience of the LPG sector • Ability to apply Engineering design principles • Knowledge of the procedures, techniques and equipment used in storing, handling or utilizing LPG • Knowledge of LPG operations, quality and safety requirements • Ability to examine LPG operations for compliance with safety requirements of applicable codes, laws and regulations • Ability to conduct inspections to ensure safe storage, transportation and utilization of LPG • Ability to understand and apply best practice regulations, policies and procedures relating to LPG inspections • Must have effective diagnostic, communication and public relations skills 3. STATISTICAL ANALYST Reporting directly to the Economic Regulation Manager the Key Job Functions of this position will be: • To validate and analyse data that is collected by ZERA and transform it into information that can be used to support decision-making in the Energy sector • Timely collects national energy-related data from stakeholders • Ensures the co-ordination and integration of data collected with other relevant information systems at national level • Cleans, validates, captures and stores data collected from stakeholders on the ZERA server and ensures that data is of high quality and ready for analysis • Analyses energy, licensee and market research data and transforms it to information that can readily be used by ZERA decision-makers and external stakeholders • Writes and presents reports based on the data collected by ZERA • Trains users of these reports on how to utilize and interpret the data • Liaises with the Zimbabwe Statistical Agency (ZIMSTATS) and other relevant national bodies in terms of collating energy information • Benchmarks the collected energy related data to international standards • Responsible for production of Energy sector statistical data for management information Key Job Requirements: The successful candidate for this position should meet the following criteria: • A BSc Degree with Statistics as a major subjects or equivalent in the technical environment • A minimum of 5 years’ experience in the statistical field • Competence in Statistical packages such as SAS and SPSS • Sound knowledge of MS office, especially spreadsheets • Knowledge of the Energy sector an added adavantage • Meticulous, precise and analytical thinking 4. CONSUMER SERVICES OFFICER Reporting directly to the Consumer Services Manager the Key Job Functions of this position will be: • Serves consumers by providing Energy sector information, education and resolving complaints • Provides consumer support services in an accurate and timely manner • Maintains high level of professionalism and competence in every consumer interaction • Builds positive and productive relationships with consumers through continuous interact in order to understand their needs and expectations • Makes frequent calls and visits to strengthen consumer relationships • Resolves consumer issues and queries by clarifying the consumers complaint, determining the cause of the problem, selecting and explaining the best solution to solve the problem, expediting correction or adjustment and following up to ensure resolution • Informs management about complex stakeholder issues and resolutions • Utilises effective problem solving and time management skills in resolving stakeholder issues • Assists in consumer risk assessment and development of mitigation strategies • Assists consumers in developing process improvements to enhance service efficiency and effectiveness • Maintains positive and long-term relationships with stakeholders through continuous engagement initiatives • Answers consumer queries received via telephones and e-mails and analyses consumer concerns and provides corrective actions • Documents consumer issues and resolutions for reference purposes and maintains reports templates and generates consumer service reports for management • Maintains records of consumer information, services and communications in department’s database • Develops process improvements to enhance customer service efficiency and effectiveness • Follows up and enforces service quality standards • Delivers training and presentations to consumers as required • Carries out consumer education through forums, workshops and exhibitions • Participates in consumer and/or stakeholders meetings Key Job Requirements: The successful candidate for this position should meet the following criteria: • Degree in Marketing. ACCOUNTS CLERK Reporting directly to the Accountant the Key Job Functions of this position will be: • Responsible for providing financial and clerical services in order to ensure effective, efficient and accurate financial operations of receivables • Receipts and banks the Authority’s funds • Raises customer invoices and makes follow up on outstanding invoices for the Electricity and Petroleum sub-sectors • Posts receipts into cash books and performs Debtors Reconciliations • Reconciles the Petroleum deferred Account and raises purchase orders • Follows up on all outstanding Travel and Subsistence advances • Maintains a filling system for all financial documents • Maintains the Assets Register and is responsible for Inventory management Key Job Requirements: The successful candidate for this position should meet the following criteria: • Degree/HND in Accounting or equivalent • At least 3 years’ working experience in a similar role . • Knowledge of Accounts payables and receivables and as well as Pastel Accounting and/or SAP system • High level of ICT skills and proficiency in MS Office applications • Attention to detail and high level of accuracy • Time management skills and mature with strong stress management skills • Be honest and trustworthy 6. LEGAL SECRETARY Reporting directly to the Corporate Secretary the Key Job Functions of this position will be: • Answers telephone calls, takes messages • Produces information by transcribing, formatting, inputting, editing, retrieving and copying • Conserves the department’s time by reading, researching, reviewing, verifying, and routing correspondence, reports and legal documents; drafting letters and documents; collecting and analyzing information • Organises the department’s conferences and meetings • Maintains the department’s diary by planning and scheduling appointments • Represents the department by communicating and obtaining information; following-up on delegated assignments; knowing when to act and when to refer matters to the Corporate Secretary or Legal Officers • Types legal documents, maintains a filing system and manages databases for the department • Organises and services meetings (producing agendas and taking minutes) • Handles all departmental correspondence • Implements the department’s administrative systems and procedures • Liaises with relevant organisations on behalf of the department • Maintains customer confidence and protects operations by keeping information confidential • Performs legal research for various legal requirements • Assists with the Reception duties on a routine basis • Performs various clerical duties including filing, faxing and photocopying.
