EN & DE - Martin Schulz - European Parliament President - European Parliament President at the EU Extraordinary #Growth and #Employment Summit in Milan 08.10 (in English): Mrs Bratusek didn’t get the majority in the Committees. For the time being I have no news. Alenka Bratusek phoned me this morning. I gave her the advice to speak with the Committees and with the leaders of the parliamentarian groups, I think that will happen. I think on the basis of my information that for the time being there is no majority for Mrs Bratusek. (...) I think we will find a strategy to fight against youth unemployment, fast. This is the third Summit. I do hope that the 6 billion euros - the EP insured to be available in 2014 and 2015 for fighting youth unemployment – are used by the Member States. (...) I think the Italian government is doing the utmost to mobilise investments. I support the government on mobilising investments. We will never have publically sustainable budgets if we have no growth and better revenue side. To cut only is not meaningful. We need certainly a sustainable management of the sovereign debt, and a reduction of depth, thats true. But we will never have an assigned public budget without growth, therefore to stimulate growth we need public and private investments. That is the solution. (...) Martin Schulz (S&D, DE), EP President (in German): It is the 3rd meeting in its kind and I hope that we get more concrete results as during the 1st and 2nd meeting. The European Parliament has put on the table Billions of Euros for the years 2014 and 2015, mainly in the goal to fight against the Youth unemployment; I hope that the Member States will start to really use those funds. Until today only 1 per cent of the volume has been requested. I think we really have to see the importance of reforming public budgets, of reducing public debt, which is an obligation and it does not function without growth. We are here in a country that belongs to the G7 states, to the biggest industrial countries in the world, but which has no growth. We have to do our utmost that there will be public and private investment that with create jobs and growth., that must happen here. (...) (On the question by German TV: Billions had been put to disposition for investment, why is the money so little used until now?) That is a question which I will ask also the Heads of governments. It cannot be that we in the European Parliament go through heavy debates with the Member States and that we deliver that budget of 6 Billion for 2014 and 2015 and then I get to know on the way towards this conference that only 1 per cent had been used so far. Now you are asking me this question - I do not spend that money, I put it together with my colleagues to disposition. I will ask the Head of States: Why do you not request these funds? Views during the Summit, opening by Martin SCHULZ , EP President (in English). Post-summit statement by Martin Schulz: We have the programme for fighting against youth unemployment, 6 billion euro , we anticipated this in the 7 year financial plan from 2020 to 2014 and 2015. We have just 1% of the money that have been used, absorbed from the programme, so something is going wrong. We have a high amount of unemployed young people, in some regions up to 50%, people younger than 25 years without being employed and we have 6 billion euros and the money is not used. Therefore I said, we have to look, as European Parliament, as Commission, together with the authorities of the Member States why, and change this situation immediately. We discussed if the Member States has to finance these measures in the frame of such programme. Pre-financing. Pre-financing is then calculated in the 3% deficit criteria it is a contradiction in itself. This is one example, among a lot of others, why we have to look how we can accelerate the spending of the money. (...) There are administrative burdens, there are burdens within the Treaty of the Union, and we have to overcome that problem. (...) Better yesterday than tomorrow , and therefore I think that one result of the conference here is that everybody agrees that we have to speed up .
