FERC order gives boost to major new line that will deliver Texas wind energy to Southeast By Glen Boshart A May 15 FERC order gave a major boost to Southern Cross Transmission LLCs efforts to build a 400-mile transmission line to deliver Texas wind energy to load centers throughout the Southeast. The ruling directed the city of Garland, Texas, to interconnect the transmission developers high-voltage, direct-current line with the Texas grid and Oncor Electric Delivery Co. LLC and CenterPoint Energy Houston Electric LLC to provide transmission service for power flows into and out of the Electric Reliability Council of Texas Inc. In addition, the agency said compliance with its directives will not cause ERCOT, Oncor, CenterPoint or any other ERCOT utility to suddenly come under FERCs jurisdiction. FERC in December 2011 found that Southern Cross can charge negotiated rates for transmission rights on its proposed line and signed off on provisions for subscribing anchor tenants and holding an open season as a participant-funded transmission project.
