RSI is tasked to do Third Party Monitoring (TPM) at district level in eight provinces of Afghanistan. RSI is hiring a Finance & Admin director in its main offices of Kabul to ensure that main site offices are run according to appropriate standards and policies, and that all financial standards are met. Duties & Responsibilities: The Finance & Admin Director will manage all financial and administrative aspects of the project. S/he will ensure that the outlined financial policies and procedures are implemented and followed in the assigned area. The Director will work with the Admin/Finance Manager and other staff to ensure that all finance activities are being performed effectively and accurately. S/he is responsible for providing complete and accurate information, reports and backup documentation for financial activities. S/he will provide support in other finance areas as necessary and maintain a positive working relationship with the RSI staff and clients. The Finance and Admin Director will be responsible for the following detailed tasks: 1. Financial Management. The Admin/Finance Director will oversee the daily financial operations and management of the project, including the reporting of expenses and tracking expenditures. A key initial task of the DOF will be to put in place a robust financial management system across all project offices. Additionally, the Admin/Finance Director will also assist the MP in the strategic programming of funds and provide recommendations on the overall financial management of RSI. • Direct and monitor the management of cash and other assets to ensure integrity and efficiency in the use of financial resources for RSI’s operational needs. • Implement and monitor sound policies regarding liquidity and solvency under direction of MP and other senior staff take the necessary steps to ensure the financial health of RSI • Ensure deliverance of accurate and timely financial reports required by clients and the MP • Establish or verify the establishment and strict implementation/updating of a sound internal control system and take the appropriate personnel actions against any violation of the system. • Oversee financial and accounting systems controls and standards, ensure that financial internal controls are sufficient and “best practice” such that cash management processes are secure, all the data is valid and that financial reporting is reliable, timely and accurate. • Assist the MP in preparing, maintaining, and analyzing budgets, and preparing periodic reports to monitor actual expenditures against budget estimates. • Ensure adequate audit trails are in place for all transactions, together with the Project Accountant conduct weekly reconciliation, and monthly reconciliation of cash and banking records. • Conduct regular internal audits of financial transactions, make written recommendation to Chief of Party and implement follow-up actions. • Proactively analyze and interpret financial data and recommend changes to improve systems. • Advise Chief of Party on any budget irregularities or potential fiscal problems and act to promptly resolve these issues. • At all times, take action to protect RSI against fraud, and request audit or police investigations and judicial action against any person involved in criminal action against the organization. • Coordinate tax processes and ensure taxes are paid timely in line with all Government of Afghanistan tax policies. 2. Monitoring Undertake monitoring actions to measure project implementation progress in the department while maintaining managerial control of operational, financial and institutional development plans. Conduct periodic staff meetings to review progress of approved plans, discuss work plans for future periods, resolve issues arising from day-to-day operations and ensure coordination and timely corrective actions for any and all problems. Provide MP with status and performance reports as requested. 3. Institutional Development. Foster the development of teamwork among the staff and encourage creativity and leadership from all personnel. Identify personnel training needs and make arrangements for delivery of training; evaluate the effectiveness of all internal trainings. Propose innovations to improve operations, e.g. management systems and overall performance of the Project to MP and RSI 4. Image and Public Relations. As one of RSI’s senior managers, positively and enthusiastically represent the project with all officials and other parties externally. Promote the development of useful linkages with other companies, NGOs, donors, etc. in country. 5. Coordination with clients. Promote positive linkages and communication between RSI and clients to strengthen the “sense of team and commitment to RSI’s mission and vision”. Seek, consult and make use of technical inputs from clients at could be used to strengthen the operating results of RSI. Seek such support regarding issues related to established policies, operating methodologies, management and financial systems. Document the justification for proposed changes in plans, policy, methodology or managerial systems established or approved by RSI. In addition, motivate the staff to collaborate for successful implementation. Furthermore, the MP may assign task as needed. CRITICAL RESULTS Under the direction of MP and Research Advisor, the Director of Finance is accountable for the efficient office operations to ensure that the project is able to achieve overall goals. Without smooth office operations, achieving project goals and objectives will be compromised. The work of the Admin/Finance Director will be guided by the following principles: • Open and transparent communication and cooperation with all RSI personnel; • Emphasis on building local ‘internal’ capabilities for long term, successful business operations targeted toward sizeable and sustained growth; • Emphasis on inclusive planning, information sharing, and implementation processes that forward the project’s overall development objectives; Qualifications: • Education: Master’s (Finance/Accounting degree is a plus). Other related degrees include social science and related disciplines) • Experience: Minimum five years of progressively responsible experience in finance departments, with at least three years of experience working with USAID-funded projects • Understanding of basic Accounting principles • Knowledge of Quick Books software • Ability to communicate (written and verbal) in English • Result Oriented and meet deadline on time • Enthusiastic and willing to learn, and help others to learn Submission Guideline: Interested Applicants must submit their CVs to hr@rsiconsultingaf with subject title “Application for the Position of Finance and Admin Director ” on the subject of their emails.
