I have reviewed the auditor general’s report regarding the natural gas industries growth and the Pennsylvania Department of Environmental Protections ability to provide proper oversight. The auditor general’s report includes a program audit from 2009 through 2012 for the oversight of oil and gas development in Pennsylvania. I believe at least some of the findings reflect how the DEP operated as a regulatory body prior to the adoption of Act 13 in 2012 which provides strong environmental standards to ensure responsible development of these critical resources. Act 13 made major updates to Pennsylvania’s oil and gas law for the first time in 30 years. These updated provisions to protect our commonwealth have been and continue to be implemented by the DEP. This being said, I strongly agree that there is always room for improvement and efficiencies within the regulatory role of government. As a member of the Senate Environmental Resource and Energy Committee, I will make sure the DEP continues to discharge its regulatory duties as outlined in Act 13. When you are responsible for the health, safety and, welfare of the People of Pennsylvania, you had better KNOW. You don’t know what has happened since ACT 13 do you? You simply “believe in some fairy tale talking point provided to you by your gas-hole friends. Your assertion that ACT 13 somehow cured the failures of the PA DEP is baseless. I would simply call it a lie - not a belief. Add to that, you failed to mention that key provisions of this wrong-headed ACT 13 were found to be unconstitutional. You voted it and, in doing so, displayed your ignorance and lack of care as to your Constitutional duties to We, the People. Your letter demonstrates that you presume us to be fools to buy what you are peddling. You may feel offended by my candid and direct remarks. I can assure you, your offense is nothing compared to the offense I take with your baloney you proffer in defense of an indefensible proposition: It is ok to cause a harm to the People and then flat out lie about it. Care to engage me publicly and stand, under oath, for questioning so that the public can see how bought and paid for you are and how little you actually know? Set the date and time. Doug Shields
