From the Desk of the GSRP June 27, 2014 Dear Dear Goans, Greetings from Goas own GSRP to one and all. The CONGRESS in GOA has been dispatched finally in two consecutive elections. This has been the founding mission of the GOA SU-RAJ PARTY. We at GSRP are happy that we have contributed to the downfall of the Congress’ in Goa , a culture of corruption, of taking Goans for jolly good rides, all for its own benefits, necessitating its Pundits to acknowledge that it has to go back to the drawing board to set up grassroots afresh. It is widely apparent that the Congress’ culture of corruption and of dual standards has charred its grass-roots beyond repair. With Congress down, GSRP has now set its sights on its next mission, that of taking over the reins of Goas administration for the protection of Goa and Goans as has been the dreams of every bonafide Goan for a long long time sans promises in the air. Goa came on the Democratic political scene in 1963 for the first time after 450 years of dictatorial rule of the erstwhile Portuguese with Goa’s first regional Party, the MGP of Dayanand Bandodkar. This party had no interest of Goa at its heart but was coined up only to deny Goans who had the interest of Goa at heart to come to power, to destroy what was Goa for the past 450 year and more by merging it with neighbouring Maharashtra. It was the United Goans Party [UGP] of iconic Dr. Jack De Sequeira on the other hand which saved Goa from the disastrous merger with Maharashtra through winning the Opinion Poll of 1967, which Opinion Poll should never have been held considering the promises made to Goa by India’s Priemier Pandit Jawaharlal Nehru prior to 1961’s invasion of Goa.. However, MGP, with its 17 year old rule had managed to divide Goans vertically which division is undermining Goa’s health even to this day when other more powerful dividing forces from India are vying to have their foot holds in Goa through the open and blatant sponsorship by the MGP through the communal institutions clandestinely allowed to be established in Goa when the same are banned for their communal excesses in other states. Today, after 51 years of the so-called liberation of Goa, the MGP, however pitifully small it has been reduced to, is still bent on taking Goa into Maharashtra in more ways than one through the back doors. The Hindu – Catholic divide brought about by the MGP has been the bane of Goa, the benefit of which has been hugely reaped by the National Parties through their further divide and rule policies. It is said that if one wants to break the backbone of unity, one has to sow seeds of suspicion and distrust in the communities using religion and castes, so that they may fight one another, never allowing them to unite against the divisive forces. . This policy had served Great Britain well to divide the various Kingdoms of what is now India, so that they could effectively rule to loot and plunder the resources by perpetually keeping the Kingdoms fighting against one another. If the Jews were not able to focus on unity after the crippling Holocaust of the 1940s, they would still be homeless. Today, they are a proud people with a homeland in Israel, with the world taking them seriously. If the East Timoreans were not united in an enduring fight for freedom, East Timor [ Timor Leste as it is called] would still be an enclave of Indonesia. Why go so far? If it was not for Mohandas Karamchand Gandhi, the British would probably still be ruling this Indian Subcontinent. However, it would have been a different story for GOA, Damao and Diu. These Portuguese enclaves would assuredly be an independent country by 1965 at most when the new Democratic Government in Lisbon was divesting itself of its colonies. But India’s Premier Nehru fooled Goans with promises that he never intended to keep. If India was serious on its so called pre-liberation promises, Goa would have enjoyed SPECIAL STATUS under Article 371 of the Indian Constitution right from 1961 or immediately thereafter, and the threat of the MERGER with Maharashtra would never have come to pass to divide GOANS. GSRP would, however, want the past to remain the past and desires to march forward making use of democratic set-up that we enjoy, however much riddled with holes it may be. It has been noticed that the nebulous promises are still being made, this time around, that the Special Status for Goa will be seriously considered if BJP came to power at the centre and/or Narendra Modi became the Prime Minister. Both things have happened and hopefully Goans will not have to wait for the next Goas Legislative Assembly Elections in 2017 or for the next Parliamentary Elections in 2019 for these promises to come bouncing back in full circle. If Goans want to invest in this wait and watch tactics until it is too late, it is their wish. But if they want an insurance policy in hand, then GSRP is fully prepared to underwrite this insurance policy, not only to get for Goa the Special Status which it badly requires to keep its nose above the drowning demographic deluge but also to bring in the much required administrative excellence that the Party has promised through it permanent manifesto, the ROAD MAP FOR GOA and which administrative excellence Goa has seen before 1961.. GOANS must realize that the national parties need Goa as the feather in their caps because Goa gives them not only the name and fame but also the weighty economic returns, both official and unofficial. Goas mineral resources itself, forget about the revenues generated by Goas flourishing tourism industry, if properly utilized, could see Goa in the pink of economic health, never to depend on the centre for alms with a begging bowl. Each Goan family could be getting a minimum of Rs. 10,000/- per month honorarium by right as their share of the extracted mineral ores instead of the doles that present Goa’s economic health can hardly afford. Goa needs a credible social security system in place so that all Goans are secured.against the killing inflation, Goa could see a slew of infrastructural projects like excellent road network, bridges; flyovers, a public transportation system that would reduce the population of two and four wheelers on Goas roads; power lines that never come crashing down with each falling tree; alternative power generation to augment the power pinch; promotion of service industries coupled with creation of education and trading enterprise hubs to phase out labour intensive and polluting manufacturing industries to keep out the migrant labour force which Goa cannot sustain and which it does not need. Goa needs to reverse the brain-drain so that Goans may want to come back home and live happily ever after in the bossom of their beloved motherland. There are ten thousand things that Goa can do and must do, but the question is: ARE WE GOANS READY? This Party has been formed on a diet of self-sacrifice, determination and the desire to excel in giving the best to Goa and Goans. Self-promotion , nepotism and corruption is kept out at the time of writing this Partys Constitution. This is amply apparent in Article 34 where a mere 5-member cabinet will save a lot of taxpayers money and go a long way in reducing the crippling burden of public debts, increasing by the day, to sustain the profligate life-style and functioning of Goas successive governments; and, Article 38 where self-promotion and nepotistic inefficient managements of government corporations and institutions will be the case of the past. The system of grassroots organizations that this Party has put together is not numbers intensive but commitment intensive. There are 186 Panchayat Villages and 135 Wards in the 11 Municipalities of Goa.. GSRP needs just one person in every village to come aboard to be nominated as the Village/City Representative [VR]. GSRP considers Panchayat Villages as equal to Municipal Wards. Therefore 186+135 = 321 will be the core of the GSRP’s grassroots organization. Each Constituency Working Committee [CWC] comprised of VRs shall elect a President and a Secretary from amongst themselves. The Candidature of the Constituency is reserved for the President and the substitute candidature for the Secretary. The President and the Secretary shall the constituent members of the electoral college to select/elect the CM and the Cabinet of 5 at the Party’s Convention after the Elections, should the Party come up with sufficient number of seats to form Goa’s government i.e. 21 THE CONVENTION • The Convention shall be conducted by the Chairperson selected by the Electoral College members from amongst themselves through show of hands • MLAs elect who want to be in the race to be elected/selected as CM/Ministers will file their nominations [proposed/seconded] with the Chairperson. • Each nominated MLA elect speaks to the Electoral College to convince it why s/he should be selected. • First Ballot will select 9 names out of the contesting MLAs • Each of the 9 toppers shall answer a question put by the members of the electoral college. . • Second Ballot will select 5 names out of 9. Voila’ ! The topper is the CM with his/her cabinet colleagues. • Chairman shall hand over the CM’s portfolio chart to the CM elect and relinquishe his chair. • CM elect addresses the Convention and calls on his cabinet colleagues to choose from the remaining portfolio charts in order of their vote count.. • A low key oath taking ceremony shall take place the same day or the next day. • The completely functional Government is in place the following day to give GOA the administration that it deserves and as promised with emphasis laid on the belt-tightening exercises . Note 1: The Convention shall be open for PRESS and Electronic Media. Note 2: It will be seen from the above procedures of the convention, that the elected are not free to choose for themselves in the reversal of the prevailing system. THE ELECTORAL COLLEGE: • Presidents & Secretaries of CWCs: 40+40 =80 • Executive of the Party : 40 max • Erudite personalities of Goa irrespective of their party affiliations: 10 • Total : 130 We are often reminded that like-mindedness in the people of Goa is a virtue that is hard to find. We fully agree on this and go one step ahead to ask the question “How is this possible when we want everything for free?, without sacrifice?” It is very difficult for people to be like-minded when there is no set SYSTEM in place and everything is ad hoc. GSRP offers a SYSTEM that is not possible to be manipulated, even by its founders. [Article 41 of the Party’s Constitution]. GSRP wants to march into the 2017 Goa Legislative Assembly Elections with not less than 30 candidates. Many persons have asked us ‘Why only 30? Why not all 40?” . Well, GSRP would be exceedingly happy if that be so, but 30 is a figure GSRP is grounded upon. The reason being that people require to be convinced that ‘if they vote for a party that they think will deliver the goods as promised, there has to be the right numbers. To deliver what one says it will deliver, one has to be able to form the government on its own strenght. It takes 21 to do so. Fielding less than 21 convinces none at all. Coalition? ‘A tug of war would be a better term’ for coalition governments to work given the system that we have where a person who is first past the post is declared a winner. For coalitions to work effectively, it has to be a system of PROPORTIONAL REPRESENTATION. GSRP wants to give to the people of Goa the aroma of the meal that will be served after the elections. If they go for it, it is the REVOLUTION that Goa has been waiting for. If not, they will have no grounds to complain or to shift the blame on other shoulders. It is true that without grassroots organization, it is pointless getting into serious election mode. For the past 14 years, through contesting elections, GSRP has been bidding its time to bring before the people of Goa its programme. GSRP now wants to test the waters by going whole hog in 2017 Elections. The adage which says: “ YOU CAN TAKE THE HORSE TO THE WATER BUT YOU CANNOT FORCE IT TO DRINK” is so very true as far as GSRP is concerned. If this Party was all for personal gains, fame, joy-rides and foreign junkets et al, the horses would have been scouted, groomed, dragged to the water hole and forced to drink. Not so. GSRP expects the HORSES who will pull Goa’s proud ‘CHARIOT’ to be THIRSTY enough to come to the water of their own accord and DRINK.. Through this piece, GSRP is ASKING sensitive Goans who form just 0.029% of the total present voting population of Goa [ i.e. 1 out of 3427] to come aboard, Village-CityWard wise, to formulate CWCs. Once this is done, the electoral engineering that GSRP has been honing for the past 14 years will be put to work to bring about the REVOLUTION that GOA has been thirsting for, to give itself the administrative excellence detailed in its ROAD MAP FOR GOA for the benefit of all stake holders, especially for GOA’S YOUTH, and not for the benefit of a few chosen acolytes.
