GREEN PARTY SHADOW BUDGET & MEDIUM TERM EXPENDITURE 2014/21 On 6th October, 2013, the Green Party presented its shadow budget and Medium Term Expenditure for 2016-2021, where it outlined its proposed structural reforms and expenditure as a percentage of budget by function. According to the proposed budget, the Green Party will allocate largest share of the budget to the Defence, Security and Public Safety Cluster. This cluster will be allocated 22% of the total budget, up from an average 11.16% between 2010 and 2014. The second largest share will go to Agriculture, Youth and Women Economic Empowerment Cluster. This cluster will receive 19.5% of the total budget, down from an average of 25.94% between 2010 and 2014. The third largest allocation will go to Environmental and Social Protection and Clean Energy Cluster. This cluster will be allocated 16.80% of the total budget, up from an average of 3.1% between 2010 and 2014. The fourth largest allocation will go towards General Public Service. This sector will be allocated 16% of the total budget, down from the average 28.38% for the period 2010 to 2014. The fifth largest allocation will be allocated to the Education, Health, Research, ICT and Recreation Cluster. This cluster will receive 14% of the total budget, just like has been the case between 2010 and 2014. The Sixth largest allocation will go towards the Justice, Decentralization and Access to Decent Housing Cluster. This cluster will receive 11.30% of the budget, up from an average of 2.6% between 2010 and 2014. The least will go to Revenue Management, Finance, Banking and Markets Cluster. This cluster will receive 0.4%. Between 2010 and 2014, this cluster received nothing. Below is the breakdown of estimates of expenditure by cluster.
