Gen Ata Hasnain had asked a few days back on what thoughts were there on the Al Quaeda call to escalate struggle in India? India is not just a random target of ISIS and Al Quaeda, there has been a substantial investment made towards it over the years at an ideological level, with a desire to rise ranks from within. One can see the payback on such investment in other countries. UK provided over 500 Jihadis in the last year alone. 250 were from Germany. The number of scholars invested were a lot less and this was a product of possibly a decade long campaign carried out through mosques. The mechanism of Jihadi recruitment and incitement has been perfected over years. When ISIS calls for a Jihad, they are not counting on attacking from without as much as an uprising from within. A display of the mechanism was exhibited in Mosul. The facilitation of the UPA Govt has has created a fertile bed. This piece doesnt give a state wise breakup. But I do believe I live in a very hospitable state which has had generous donations of goodwill.
