I have plan. Every suitable home gets an interest free loan to pay for installation of solar panels. This loan is paid back from electricity generated and returned to the grid given a zero sum starting position. A home would pay their bill as normal. But once the panels are fully paid for ownership swaps to the home owner who then reaps any benefit from surplus. If the home is sold the new owners simply take over the position wherever that may be.
