Goa’s Director General of Police T.N. Mohan has been urged to direct that the cheating case registered on 17th January 2014 at the Porvorim Police Station against Goa’s Tourism Minister Dilip Parulekar be investigated by the Crime Branch. Along with Tourism Minister Dilip Parulekar, the then Administrator of North Goa Communidade Irene Sequeira and then Attorney of Serula Communidade Peter Martins stand booked as co-accused under Sections 119,120, 420 r/w 120-B of Indian Penal Code in the 599 sq mts Communidade land grab case at Porvorim. It has been pointed out to the DGP that though almost two months have elapsed since the registration of the F.I.R that in rank violation of law the Porvorim Police have shelved the investigation of the case to shield the accused just because he is a powerful Minister in the Goa government. It is imperative that the investigation be conducted by an officer of the rank of Superintendent of Police to ensure that the probe is conducted without fear or favour and the accused Dilip Parulekar is prosecuted in accordance with law. The F.I.R was registered against Dilip Parulekar on the direction of the Judicial Magistrate First Class (JMFC), Mapusa after the Porvorim Police acting as caged parrots declined to register the F.I.R against the Tourism Minister while giving him a clean chit. The Porvorim Police Inspector had hesitated to register that F.I.R even after directions were issued by the JMFC. The Police are required to act in accordance with law and cannot be shielding the accused just because he is a well connected ruling party politician. The Goa Police who have gone above board in gunning down Tarun Tejpal, have shelved the investigation against Dilip Parulekar in an obvious attempt to protect him. There is rightly a public perception that the police force in Goa are acting as caged parrots in acting swiftly only against the political opponents of the government. Such conduct by the police is in blatant violation of law besides being in contempt of various directives issued by the Supreme Court and the High Courts time and again deprecating the manner in which the investigating officers have been acting as tools of the politicians in power.
