Gus C. Edwards. Click view more comments to see more photos and information. First Mayor and City Founder of Cocoa Beach. Since establishing residence in Florida in 1915, Gus C. Edwards along or with other developers have developed four subdivisions in Cocoa, four in Rockledge, three on Merritt Island and seven in Cocoa Beach. He came to Cocoa Florida at the invitation of S.F. Travis. Liking what he saw Mr Edwards closed out his business in Georgia and located in Cocoa on Oct 23 1915. He was appointed City Attorney the following week, a position he held for eight years, during which time the Indian River and Banana River bridges were built, and a system of paved roads in and around Cocoa, Merritt Island, and portions of the Peninsula were built.
