Hamdan launches Smart decision support system ( Dubai Government ) Dubai Crown Prince, Chairman of Dubai Executive Council Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum has launched a smart decision support system in the emirate of Dubai to improve and speed up decision making, as part of the emirate’s ongoing efforts to shift to smart government. The smart decision support system, known as ‘Qarar’ - ‘decision’ in Arabic, comes in accordance with the directives of His Highness Shaikh Mohammad Bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai, to shift to smart government and mobilize efforts working to transform Dubai into the smartest city in the world in all fields. The system consists of a set of techniques and state-of-the-art smart tools, which immediately provide information and data for decision makers, members of the Executive Council and sectoral committees to make decisions and recommendations for improvement at all levels. It also aims to speed up public service delivery, ensure provision of quality services, transparency and maintenance by constant follow-up of departmental activities. The launch of “Qarar” system coincides with the participation of the General Secretariat of the Executive Council at the 34th edition of Gitex Technology Week 2014, taking place at Dubai International Convention and Exhibition Centre, with the participation of 37 government entities showcasing their smart services under the roof of Dubai Smart Government Department. “Qarar” support system, one of the most modern government systems in the region, comprises of frameworks and processes, policies and systems to provide strategic information to decision-makers in a timely manner and that is to ensure accuracy and effectiveness of decisions. It also includes feed mechanism, management and governance of data for the meetings of the Executive Council and sectoral committees, in addition to providing smart technological support systems. “Qarar” suport system consists of a set of electronic systems that work at three integrated functional levels specifically designed to meet the needs of users. The first level is an interactive screen system, for the use of decision makers as it provides information on strategic areas of importance in Dubai. It gives easy access to detailed data through multiple channels and platforms. The second level is the system data analysis for analysts and policymakers as it provides access to a large base of statistical and analytical and benchmarking reports that lead to a deep understanding of matters on the agenda. The third level, data sourcing system for data administrators, allows for data entry and sharing data through multiple channels. It allows government bodies to monitor the quality and reliability of data. Commenting on their participation, Secretary General of Dubai Executive Council Abdullah Al Shaibani said that “following the directives of UAE Vice President, Prime Minister and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum to transform Dubai into a smart city and as per the instruction of Dubai Crown Prince and Chairman of Dubai Executive Council Sheikh Hamdan bin Mohammed Al Maktoum in this regard, we are pleased to partake in Gitex Technology Week 2014 through showcasing state-of-the-art smart applications that would change government work.” Assistant Secretary General, Strategy Management and Governance Sector, The Executive Council, Government of Dubai, Aisha Miran, said that providing easy access of information to decision makers is what makes a smart decision and consequently support developing strategies, policies, services and programs required to suffice the need of individuals as well as the community. “Qarar” will be providing the required linkage between government administrative data, Miran added.
