Harsh warns Coalition Govt over politicisation of new administrative units STATE TIMES NEWS JAMMU : Chairman National Panthers Party and MLA, Harsh Dev Singh cautioned the Coalition Government to recommend the creation of new administrative units on merits and to desist from playing politics over the issue. He said that there were numerous reports suggesting that the new administrative units including sub districts, Tehsils, blocks and Niabats were being recommended on political considerations ignoring the claims of eligible and other deserving areas. In a statement issued here on Thursday, Harsh said that the constituencies of opposition parties were being overlooked in the process creating widespread resentment in such areas. Warning the government as well as the CSC members of any such neglect of opposition held constituencies, Harsh said that any biased or prejudicial treatment to such areas would be fought tooth and nail. He said that NPP would hold protests, demonstrations and further ‘Gherao’ the ministers of ruling alliance in case of neglect of any deserving areas. He called for presentation of the report of Cabinet Sub-Committee on creation of new administration units in the Assembly before taking final decision on the same. Harsh said that the issue of creation of new administrative units was raised in the September-October session of Legislative Assembly in Srinagar and NPP had strongly opposed the recommendations of ‘Ganai Committee’ constituted for the identification and creation of new administrative units. He said that the said ‘Ganai committee’ report had also shown undue favors to the coalition partners’ constituencies to the utter neglect of others. He said that several new Tehsils, blocks and Niabats had been recommended by the ‘Ganai Committee’ Report in the constituencies of ministers and their favorites which was vociferously and aggressively contested by several members. Besides the recommendation for creation of such administrative units was in contravention of all prescribed norms and eligibility criteria only to please the ruling class, he observed. He said that in pursuance of the strong opposition to the recommendations of ‘Ganai Committee’ Report, the government had announced the constitution of cabinet subcommittee which too was reportedly toeing the same line which was highly objectionable and reprehensible. He said there already was an assurance to place the report on new units in the Assembly for deliberations over the some by elected members. Urging upon the government to strictly follow the prescribed guidelines and eligibility norms, Singh said that topography of the area, distance from the existing administrative unit, development index and the like were important factors which were required to be taken into consideration for the purpose of identifying new administrative units. He further strongly lambasted the Ganai Report for neglect of Jammu region despite the latter having an extremely tough terrain, rugged topography and huge geographical area. He said impartially or otherwise of the CSC report would come to fore only when the report was publicized and placed on the table of the House.
