Here is the real reason Meadows rescinded their permit. In the appeal hearing, Phil Lane and I discussed two traffic problems: 1.) Meadows wanted (from Steve Warila to ODOT) both north and southbound busses to enter Corner Loop Rd from Hwy 35 so that they dont have to turn around inside the parking area. Making a left turn onto the driveway from Hwy 35 has a little clearer turning radius than a left turn onto 281 because north bound traffic on 281 has a stop sign at Hwy 35 and tends to crowd the southbound lane. ODOT and planning completely missed that the existing permit does not allow a left turn into Corner Loop from northbound Hwy 35, it is a double yellow and there used to be a no left turn sign there, which ODOT will now restore. 2.) The sight distance at a 40 mph intersection is 500. Sight distance is how long it takes you to see, react and stop for a hazard. The distance from where you turn towards Parkdale from southbound HWY 35, to the Corner Loop Road is 315. Inadequate anyway, and you want to put 179+ cars and 2 buses per hour coming and going in the worst driving conditions of the year? That changed everything. They would have had to slow down traffic and put in a center turn lane on Hwy 35, and ODOT would never allow that. On Monday morning, ODOT was out measuring that distance, and on Monday evening we got the letter. I wrote ODOT about this issue, with a cc to Meadows and the county on July 23. My concerns were ignored until they became a record of the hearing...what a lot of work just to get people to do their damn job.
