Our state legislature allows Utahn cities to establish justice courts to handle class B and C misdemeanors, violations of ordinances, small claims, and infractions committed within their territorial jurisdiction---but these cities often hire judges who have no legal training, and who seem to serve less to provide genuine justice than to collect revenue. Plus, these courts do not allow convicted Utahns to appeal their rulings. I applaud Utahs relatively-new Libertas Institute for its plans to lobby Utahs state legislature to reform this system.
