Lets arm those Sunni tribesmen, just like we did back in 2007-2008, and theyll win the war for us -- now, that is, that the sectarian largely Shia army we trained and armed (and are training and arming again) has collapsed and turned over much of its weaponry to the Islamic State. The plan to spend $24.1 million represents a small fraction of the larger, $1.6 billion spending request to Congress focusing on training and arming Iraqi and Kurdish forces.
