Like, he was just born into wealth, and instead of helping people in a productive way for the city (and like, dude, the bad guys keep breaking out of jail, ffs maybe do something about the poor quality of your prisons), like funding things and supporting people, he just lives out a boyish fantasy of being a superhero while ultimately creating damage and enemies, really making Gotham worse - the message seems to be that he wants to suppress evil by making them fear him, which is hardly an admirable goal.
