I am hoping someone can help me as what I saw this week was deeply upsetting. There is a dog that is kept chained up (permanently i think )to a small kennel and it is so emaciated it is beyond belief. The dog is in very bad condition and it appears to be completely neglected by its owners. I managed to take a photo of the poor thing while the owners were out and gave it a handful of dog biscuits but I dont know what to do or whether the dog can be taken away from these terrible conditions. Can anyone help?
