I attended a seminar on rural land loss and fragmentation at Victoria Country Club today. Ron Reyna was kind enough to pay my way. It was a most informative and important subject matter. It was very well put together by the people at the Texas Agricultural Land Trust. Here are my concerns with land loss in the Guadalupe River Basin; Considering the Victoria Advoacte ran stories and photos, as late as 1965, in their agriculture section about record cotton and grain crops raised in the Lower Guadalupe River Basin and the General Manager of GBRA referred to that land as an unproductive hole in the ground, how are we supposed to view GBRAs destruction of these agricultural lands by UN-PERMITTED dams on the Guadalupe River and on Hog and Goff Bayous? Not to mention that this UN-NATURAL flooding, most often, both destroys wildlife habitat and drives that wildlife up onto the highways causing large numbers of roadkill! And while GBRA has urged people living in the Lower Basin to conserve water, the General Manager of that agency was telling developers in the watershed of the Guadalupe and Blanco Rivers not to ...let a lack of water slow you down. Development of property and the construction of impermeable cover in the watershed of the Guadalupe and Blanco Rivers will inevitably cause catastrophic flooding downstream. We must consider the 98 flood, how much loss of impermeable cover has taken place and how much more water will come downstream if we have the exact same rain event as 98. And considering the river is now completely plugged with logjams, how long before waters recede and how much damage to real property, ranches, farms and wildlife habitat. Bottom line; as long as GBRA refuses to properly steward the resource(quoting the General Manager of GBRA) and maintain the river, the problems of extended flooding of private property will never cease and GBRA is contributing to the destruction of land and habitat on both ends of the Guadalupe Basin! AND BECAUSE OF THE COLLUSION BETWEEN GBRA AND THE VICTORIA ADVOCATE, NOTHING IS DONE TO HOLD THESE PEOPLE ACCOUNTABLE!
